Yes AFAIK, QSW is one option for those who can't passed the 67 assessment points in FSW. Most immigrants prefer Montreal, Quebec due to some people who can understand english language. Unlike the FSW program, they offer no limit of cap reach.
However, it is necessary to pass the basic french exams (DELF/TEFAQ) and IELTS exam. There's a need to study french language at Alliance Francais. After you've passed the requiremnts/assessment, you will received Acknowledgement of Receipt then submitted to Bureau d'Immigration de Quebec (BIQ) for an interview (French interview) then given CSQ certificate and forward to Federal.
I don't know the recent changes of QSW but if you're a nurse, you must register to their nursing regulated body called OIIQ.

You can study French language at Alliance Francais in Cebu. Yes, it's very hard to communicate and understand French especially when you're talking to French people. It will take years to master it. Language barrier is the only problem when you settle and work there. I think only Montreal in Quebec can understand English.
You're right, it really takes time for you to become fluent in it. But during the application and interview, they just want you to know at least the basics.
Montreal, being the second largest city in Canada has more English speaking people than any other cities in Quebec. Not to mention that it's a really nice place.

i am interested to work in canada! nurse ko, but any work will do. single pa ko. gusto lang gyud ko mo try work abroad for experience. naa mo ma recommend nga maayo ug kasaligan nga agency diri sa cebu na mutabang arrange sa visa, documents and find work for you?
