    Our Mission


    The recent political tumult in the Philippines ending in the ouster of president Joseph Ejercito Estrada showed once again the role of the mass media in shaping a strong public consciousness and in arriving at a decisive political message – the ouster of a corrupt and inept ruler.

    The Philippine press, particularly its liberal sections, had been under pressure by Estrada officials. They used unjust means to whip the press it into the Malacañang line and keep it mum on burning issues, such as cronyism, corrupt practices of Estrada, his kin and friends, crime syndicates with a network that extended to the Palace, the Mindanao war and human-rights violations. But such pressures emboldened the progressive segments of the press even more.

    The exposés and criticisms of the progressive press complemented the struggles of grassroots organizations and street parliamentarians whose campaign to oust the Estrada regime began long before Juetengate. The organized masses’ campaigns initially focused on continued land conversions under the bogus agrarian reform program, against globalization that aggravated the country’s economic woes through mass layoffs, reduced incomes and high prices, as well as against widespread militarization and violations of human rights especially in Mindanao. These issues converged to repudiate the regime’s “Erap para sa mahirap (Erap for the poor)” slogan as an empty rhetoric.

    Estrada’s unbridled corruption, cronyism and perceived links to criminal gangs, as exposed by his long-time buddy Chavit Singson, stirred the nationwide indignation that would climax into People Power 2.

    The January 16-20, 2001 People Power 2 took place not only because the masses wanted to depose a corrupt leader. The people rose in outrage because they felt betrayed by the same traditional leadership that took over after People Power 1 – an élite rule that quashed the democratic interests and aspirations of the many and used the state machinery in the service of the powers that be, local and foreign.

    A disgraced presidency has fallen but the task of bringing about genuine change and people-oriented governance must go on. At bottom, there is no prospect that the new dispensation would be different from the regimes that alternated after Edsa 1986. However, People Power 2 has provided new impetus for the struggle for fundamental political change.

    The courage and unity displayed by the people who poured out into the streets in their millions inspired a group of writers and media practitioners to come out with this online magazine. Bulatlat.com aims to contribute to this struggle for change and give fuel dynamism to the sovereign exercise of the power of the people.

    This online publication has the following mission:

    ■ To fight for truth and justice. It will dig out facts buried by censorship and corruption and lay them out for public scrutiny, without fear or favor. It will denounce media repression and uphold the responsibility of journalists’ – for that matter, every Filipino’s - to assert the people’s right to know and to freedom of expression. It will interpret events from the perspective of the people and not from the subjectivism and biases of media monopolies.

    ■ To fight for freedom. We will contribute to the crusade for freedom in all its aspects - not only freedom from hunger and social injustice but also freedom to chart the nation’s destiny independently. Freedom must be advanced by information, ideas and theories that shall liberate one’s mind from neocolonial demagoguery that glorifies globalization as well as from conservatism that venerates elitist rule. The struggle for nationalist thought remains an enduring part of the people’s broad struggle for freedom and democracy.

    ■ To fight against the abuse and misuse of power by the country’s top political leaders. The Estrada regime brought to a new high the level of corruption, cronyism and abuse of authority to amass wealth in cahoots with his friends, allies and shady characters. A system that is in crisis begets crisis in the scale of the Estrada scandal. Bulatlat.com will do its share in exposing lies, wrongdoings and other misdeeds that have been committed to advance not only corruption and cronyism but also repression and tyranny.

    We call on our colleagues and friends in the media, as well as in other sectors, to contribute news, analysis and commentaries to this people’s website.     MANILA, Philippines -- Senate Majority Leader Francis Pangilinan on Saturday condemned the latest government action against Bayan Muna (People First) party-list Rep. Satur Ocampo.

    "Mariin nating kinokondena ang paggamit ng strong arm tactics ng pamahalaan sa kaso ni Rep. Satur Ocampo (We strongly condemn government’s use of strong-arm tactics against Ocampo),” he said in a statement.

    The first senatorial candidate to come out against the raid, Pangilinan questioned the revival of the alleged heinous crimes against Ocampo.

    “Kaduda-duda ang pag-revive ng kaso nya lalo na't maraming mga kasong sabihin na nating heinous crimes na kailan lamang nangyari, at hindi natin alam kung bakit ito ang inuuna at sini-single out ng pamahalaan (The revival of the cases against him is questionable especially against the backdrop of a good number of other heinous crimes that are more recent, we don’t know why his cases are being prioritized and singled out by the government),” he said.

    Pangilinan criticized the possible abuse of law in Ocampo’s persecution. “Tila ginagamit ang sistema ng katarungan para mag-single out ng kaso gayung ang katarungan dapat ay walang pinapanigan (The justice system is being used to do this when justice should be neutral),” he said.

    He said the timing is particularly off since the election campaign is already underway.

    "Hindi maganda ang ganitong pag-uungkat ng kasong dalawang dekada na lalo pa't may usapin ukol sa partylist na kanyang kinabibilangan ngayong eleksyon. Tayo ay may agam-agam dito dahil paano man natin tingnan ang usapin, nakababahala ang motibo laban kay Rep. Ocampo (The revival of these two-decades’ old cases, especially with pending electoral issues of the partylist to which he belongs, does not bode well.     Satur Ocampo to give himself up next week, says lawyer

    MANILA, Philippines -- After the police raid on the home of Bayan Muna party-list Rep. Satur Ocampo, his lawyer appealed to the authorities on Saturday to give his client until early next week to come out and yield to the judicial authorities that issued a warrant for his arrest.

    "The police should give him until Monday or Tuesday to come out. They shouldn't waste their time. Satur Ocampo, as he promised, will voluntarily submit himself to the jurisdiction of the court, and he will initiate a process to clear his name and vindicate himself,'' Romeo Capulong said in an interview.

    “By that time, we hope that we'll be able to file the petition for certiorari and prohibition with the Supreme Court questioning the issuance of the arrest warrant,” he added.

    Capulong said that Ocampo would surface once he has prepared all the documents he needed for his defense in the multiple murder case he's facing in a Leyte regional trial court in connection with the discovery in August 2006 in Inopacan, Southern Leyte, of a mass grave supposedly containing the remains of suspected government informants executed by the New People’s Army rebels in a mass purge more than 20 years ago.

    "He will be going to court with clean hands,'' Capulong said.

    The lawmaker's camp intends to file the petition against the prosecutor who filed the information and the judge who issued the arrest warrant against Ocampo for grave abuse of discretion, with a prayer to dismiss the case and quash the warrant.

    The lawmaker and his lawyer had claimed that the complaint was based on "trumped-up charges,'' fabricated evidence and witnesses' testimonies.

    Apart from Ocampo, communist party leaders Jose Ma. Sison and Luis Jalandoni, and 50 others were also ordered arrested by the Leyte RTC on multiple murder charges. They have flatly denied the charges.

    Military investigators claimed that the 67 skeletal remains dug up from a mass grave in Sapang Daku, Caulisihan, an upstream village in Inopacan, were victims of a communist party purge of suspected spies in the 1980s.

    After holding a briefing Thursday morning to denounce the warrant, Ocampo, 67, disappeared from public view and turned off his mobile phone, communicating only with his lawyer and a select few "on a need to know basis.''

    "We've given him a list of documents he has to sift through and a list of facts he has to clarify, and supply to us. He's given until Monday to do the work,'' Capulong said, pointing out that Ocampo has to prepare his defense also in a rebellion case, three murder cases, and a disqualification case.

    "If he's detained now, he won't be able to work. We doubt if he'll be allowed to go back to his library or office to get some documents,” the human rights lawyer said.

    Citing Nathaniel Santiago's account, Capulong said there was nothing irregular in the raid since the raiding team of CIDG agents had the right and were allowed to enter Ocampo's home in Heroes' Hill, Quezon City.

    "They're just following orders,'' he said when told that the police appeared bent on arresting Ocampo, Bayan Muna's No. 1 nominee in the May 14 elections.

    Time and again I have denied the repeated false charge by the military that I am responsible for murders in Leyte from 1984 to 1986.

    The charge is a patent lie, for the following reasons:

    1. I was in the maximum security detention center of the Armed Forces of the Philippines in Fort Bonifacio from 1977 onwards. I was in solitary confinement up to 1985. I was never in any position from 1984 to 1986 or at any other time to sign any kind of order to kill people in Leyte or anywhere else in the Philippines . After my release from military detention in March 1986, I concentrated on writing and speaking on national issues, organizing the People's Party (Partido ng Bayan) and teaching in the University of the Philippines . I left for abroad in August 1986 to make a lecture tour in the Asia-Pacific region and then Europe .

    2. My position as Chairman of the Communist Party of the Philippines ended upon my capture by the military in 1977. The military is lying by claiming that I exercised authority and signed an order to kill people while I was in solitary confinement. It is also a big lie the claim of the military that Satur Ocampo and Luis Jalandoni co-signed the aforesaid order and that the false witness of the military was able to read it in a few seconds. Like me, Satur Ocampo was in maximum security detention. Louie Jalandoni was abroad as a political refugee.

    3. Through Fr. Santiago Salas as spokesperson, the NDFP-Eastern Visayas has exposed the fact it was the Philippines Army that controlled the area in question as a killing field and committed extrajudicial killings here from 1984 onwards. The people in the same area also aver that the Philippine Army dug up and desecrated the graves in an old cemetery in order to produce many skeletal remains for propaganda use. The Alston mission criticized as a hoax the claim of the military that these remains had come from "mass graves" of the New People's Army (NPA).

    The military, the prosecution and the judge The military, the prosecution and the judge are shameless in misrepresenting a killing field of the Philippine Army as that of the New People's Army and are culpable for serving as the Arroyo regime's tools of persecution. The regional trial court judge is irresponsible for dignifying the patent lie of the military and the prosecutor and issuing the warrants for the arrest of Bayan Muna Rep. Satur Ocampo, NDFP Negotiating Panel chairperson Luis Jalandoni, myself and other people.

    The judge proves himself either as a helpless tool of the Arroyo regime and the military or practically an ignoramus in Philippine law by conveniently forgetting that the prescription period for cases of murder is twenty years and by disregarding the Hernandez doctrine that the charge of rebellion absorbs all other charges. The repeated false charge of multiple murder in Leyte was already specified in a previous charge of rebellion last year.

    The false charge of multiple murder is now wrenched out of the previous rebellion charge and is being drummed up in order to deflect attention from the findings and conclusions of the Alston mission and the Melo commission that military special teams or death squads are responsible for the extrajudicial killing of more than 820 unarmed legal activists and critics of the regime, including the leaders of progressive party list groups and mass organizations, journalists, religious people, human rights lawyers and others.

    The false charge is also being used to derail and destroy the electoral campaign of the progressive party list groups. Thus, Rep. Satur Ocampo of Bayan Muna is one of the principal accused. The Arroyo regime is trying to arrest him and detain him indefinitely like Anakpawis Congressman Crispin Beltran on a nonbailable charge.

    The false charge is a harbinger of worse times to come when the Anti-Terror Law is implemented by the Arroyo regime and state terrorism is further escalated through the proscription of organizations and the consequent punitive sanctions. It shall become so much easier for the Anti-Terrorism Council to proscribe and punish organizations and individuals on the basis of intelligence dossiers and through ex parte rulings from judges of regional trial courts.

    As during the Marcos fascist regime, the victims of extrajudicial killings, abductions and torture by the military will not obtain justice against any of the culpable military and police officers. The 99 special courts created by the Supreme Court are useless for the victims and their families because the de facto president Arroyo encourages her military and police minions to commit extrajudicial killings and protects them from investigation, prosecution and trial.

    Before any victim of extrajudicial killing can obtain justice, progressive parties and individuals will be proscribed and punished just by being listed as "terrorist". At the same time, the military, police and their assets will continue to commit with impunity extrajudicial killings and other human rights violations.

    The dirty tactics of the Arroyo regime and the military, which involve accusing unarmed legal activists as "communists" and "enemies of the state", murdering them with the use of death squads and then falsely claiming that the killers are communists, is now a deeply entrenched state policy. The Arroyo regime itself is relentlessly pushing the revolutionary forces to defend their integrity by concentrating their fire at the oppressors and bloody intriguers in power.

    The dirty tactics of the Arroyo regime and its military are patterned after the Phoenix Program during the US war of aggression in Vietnam in the 1960s. Such crimes of bloody intrigue are currently inspired by the Bush global war of terror. The US and Arroyo regime are unwittingly driving the Filipino people and the revolutionary forces to take advantage of the crisis and contradictions within the ruling system and to intensify the people's war against the entire ruling system. ###
