Osmeña explained that the money cannot be used for drainage or construction for school buildings, as it is intended for a national road.

“I got that money from national infrastructure project for national road. I wish I could use it for drainage, school buildings, sports complexes and city roads. But you cannot. Because it says in the budget that it’s for the national road, as it’s for national road. Not a barangay road or a school property,” he said.

He said that when you realign it to another national road, it only requires the signature of a DPWH secretary, but if you want it realigned to, say, riprap of Mahiga Creek, you return it to the national treasury and fight for it in the next budget.
