Bro, online bullying is not just about a person who directly bullies you. There are many forms of cyber bullying including internet libel, and defamatory remarks or any online means that puts a certain person in a bad light whether true or not. In this scenario, the bill should be expounded to highlight specific charges.
If this bill is approved and will finally be part of our legal system then it would be up to legal counsels, courts and the likes to argue what is offensive based on the rules.
I don't believe that this is coercion, this is a major leap for our justice system to act on crimes where millions of people have been victims. The government has more than enough power to impose itself with or without these laws. To end my point, we are not a communist government and we are still free to say what we want. The government is simply putting a fence for everyone not to control us but moderate our acts as responsible online users.

Let's hope it stays where it should and not disrupt our beloved P2P.(philstar.com) Updated September 15, 2012 10:02
MANILA, Philippines (Xinhua) - President Benigno S. Aquino III has signed the Cybercrime Prevention Act, which will prevent and crack down cyber crimes in the country, a senior government official said today.
Deputy presidential spokesperson Abigail Valte said that the President inked Republic Act No. 10175 or the Cybercrime Prevention Act into law on Sept. 12.
Under the law, she said that the Office of Cybercrime under the Department of Justice and an inter-agency body known as the Cybercrime Investigation and Coordinating Center under the Office of the President will be created.
"The Office of Cybercrime shall be designated as the central authority in all matters related to international mutual assistance and extradition," she said in an interview over state- run radio station today.
"The following acts shall constitute the offense of cybercrime punishable under this act, such as the offenses against the confidentiality, integrity and availability of computer data systems, illegal access etc.," Valte said.
According to Valte, other punishable offenses under the new law include illegal access, illegal interception, data interference, system interference, computer-related forgery, computer-related fraud, computer-related identity theft, cybersex, child pornography, unsolicited commercial communications, cyber squatting, libel and so on.![]()
