CEBU Flooding. Who's to blame?

Actually, it's the government's job to implement rules regarding using plastic bags. If there is a law that plastic bags are banned, then plastic bag manufacturers will stop making this and start making biodegradable products in order to sustain the business. Then supermarkets and other stores will start buying biodegradable bags.

People will start to realize that all their shopping bags are now biodegradable. So, people will be conscious and start saving by buying their own buyot or any biodegradable or any bag that they will recycle using it.

The problem with the government, they think that when they are in the government, dream job na. They get paid for doing nothing because there is no accountability.

Hinay-hinay ra gyud ang tawag ane. Until such time we will find a leader who is cautious sa ingon ani na butang, wala gyud tay mahimo but to do our part in a small way.

The first blame should go us Cebuanos ourselves. Because of our failure to follow discipline in managing our household and personal waste we are becoming the actual cause of the flooding. It is our waste that blocks the sewers, our small candy wrappers, cigarette butts, crumpled papers; Those waste we see as 'too small to cause such a big dilemma'. We fail to realize that no matter how small our wastes are, collectively they are large enough to cause the flooding of our beloved city. Most of us never learn to properly segregate which type of garbage belongs to what trash bin (this I personally observed in school and in other public areas). Discipline among the city people IS WHAT CAN LARGELY HELP.

The second goes to the government for its lack of foresight and preparation for such calamities. They are pretty well aware that in the age of global warming, anything can happen. Things that seem unusual to happen before are more likely to happen nowadays. Their lack of preemptive planning is what added to our vulnerability to heavy rains. Cebu never had a drainage plan. Even those improvements along the street drainage canals are not enough. They are like adding band-aid solutions to a long-term problem. THIS MUST BE A PRIORITY of the government. To build a drainage infrastructure that circumvents the city and reduce our vulnerability to floods.

they build new drainage (2 feet in diameter) near our area. Did it solve the problem? heck no. Why should it? It's just like putting a band-aid on the affected wound when all the bacteria has already gone inside the body. We might even say, "for funding" purposes that was only if we get our paranoia caps on.

IMHO, even if they put drainage that's 2 stories high, we would still be flooding. I can just imagine the thousands of people who would live on them too.

What I think the long-term solution to this is EDUCATION. Information drive. Consistent, persistent education. Pakit-on ug videos ang mga tao sa lunop ug mga tao nangamatay sa lunop tungod sa ilang kuwang sa DISIPLINA molabay sa basura.

Kani mas dako gyud ning gasto kung tinod-on kay dako kaayo ang coverage ug dugay gyud kaayo ni pasabton atong mga tao nga ganahan lang labay asa nila feel molabay.

if proper URBAN PLANNING AND ZONING nasunod non of this will happen kay if nasunod na... discipline will just follow... and to think naa baya na sa Bldg Code

30 years ago, wala pa kaayo'y tawo ang mga kabukiran sa cebu city. mingaw pa... dyutay lang mga panimalay sa ibabaw sa bukid. ug ang ilang mga balay wala kaayo'y mga concreto. bisan ang mga kadalanan wala pa ma ispalto. kung mag ulan ma absorb sa yuta ang tubig. it is because the surface area that can absorb it is still quite sufficient and the trees are doing their job. now to the present... daghan na mga subdivisions bisan sa mga kabukiran. ang mga dan gipang spalto na. gipamutol ang ubang mga kahoy to make room for development. dili na ma absorb sa yuta ang tubig kay bisan asa ka linge, mga kabalayan gipang concreto na nila ilang mga tugkaran. daghan kaayong tawo and the surface area to absorb the water to the ground and to the water table has become sparse. asa paingon ang tubig kung mag ulan ug kusug? sa ciudad...syempre. that's the price of development much more if the controls are not in step with rapid rise of progress.

Kita tanan diri, e assume lang nako na medyo educated ta gamay because we know the negative effects if we refuse to help mother nature.

What we all can do is do a little in our part to dispose our garbage properly. Then ato mga kaigsunan ug mga silingan, hinay-hinayon nato ug educate if dili pa sila kabalo. Proper disposal lang and the same time, tinabangay lang.

We will be more effective than any government agencies in the world.

basura man gyud ang blema.and dili sad gyud makaya sa local government. i hope nga ang local government makig communicate sa mga schools and universities mo help sa clean up drive. specially kanang mga CWTS during sundays or CAT naa silay clean up drive para pud maka help ease sa mga basura sa kadalanan. imagine if kada sunday mag clean up drive ang CWTS ug CAT limpyo au. labi nanang mga sectarian schools nga wala nagbayad ug tax.
