To be fair, tinuod naay achievement si Marcos but he was genius enough to use those infra achievements disproportionately to his advantage, where he elevated himself like a demigod with a personality cult following here in our country. A lot of the older folk I talk to seem to really like the Martial Law era, it saw relative peace as opposed to the time before the decree was ordered. Many of you probably believe it was an unnecessary measure, but I think it was a decision that prevented the Philippines from falling into the hands of Maoists, much like what happened to Indochina in the years before. And your history books tell you that the First Quarter Storm/Communist infiltration was an excuse for Marcos to bring forth that presidential decree--maybe the books were right, maybe they were wrong. AFAIK, history is written by the victors--and we all know who the victors were.
