It doesn't affect me, i don't smoke... but try to think it in this line.
It is taxed because it is harmful to a person's health and it increases medical costs for the country to subsidize. Taxing it helps curb smoking at the same time help finance the medical costs. So, if the programs is effective, there will be less smoking, and less income from the program.
What will really happen? If the costs for a cigarette outstrips the benefit the people can get from it, they will simply stop smoking legal cigarettes and opt for smuggled cigarettes in the black market where quality is not guaranteed. It creates another problem. Or, they will smoke something more dangerous than cigarettes but cheaper than cigarettes. In that sense, the medical costs may still increase while decreasing income from taxed cigarettes.
To be consistent with this mentality, i suggest the government tax idleness, obesity, and sugar....all of which are costing the government extra medical costs. Obesity alone contributes to major health problems which is largely caused by a faulty lifestyle, like smoking. But then again, maybe they are already thinking about it....

mas maayo ni! taxan jud na kay luho naman na. they smoke where they want, so mas maayo taxan para bug-atan sad ba..wahaha
para sa ako, mas nindot jud nga i-prohibit ni sa public places. like sa jeepney stops,bus stops, taxi stands or any public area. naa ra untay designated area para manigarilyo. Like example, akong wife nga buntis naglinya diha sa taxi stand sa ayala, lami kaayo tamparuson tong mga batan-on nga nanigarilyo pero wa tay mahims kay wa may "NO SMOKING" didto.
increasing the tax for cigarette has nothing to do with the effect of second hand smoke, they should prohibit it.
