Nevertheless, he was heading to have dinner up the road. He wouldn't need so many vehicles just to bring him a hundred or so meters. Let's have a run down of the number of vehicles who accompanied him to have dinner at Golden Courie:
3 Convoy Police Motorcycles
2 Highway Patrol Group Motorcycles
7 Vehicles (SUVs, People Carrier and Sedans)
1 Highway Police Car (5 Cops)
1 SWAT Vehicle (4-5 Cops)
1 Ambulance
That's a large convoy for the Vice President just in order to have dinner. This doesn't happen in Manila.

I am stressing the traffic created by a few police vehicles who were part of the initial entourage of VP Binay located at the corner of Golden Courie. Head over to the first minute of the video. You can clearly see a Toyota Corolla Police Vehicle and a Toyota Hilux vehicle blocking one lane. Traffic could have been eased if they didn't park there.
On to your question as to why I was there. I just came from a jog from IT Park and I was walking up the road when I noticed the police vehicles setting up base at Golden Courie. I grabbed my camera and documented the event.

Actually, I was there to document the traffic building up at the waterfront section. The CITOM personnel there were not doing a good job as there were allowing cars to block a junction box also known as the intersection. Moreover, several cars turned left to Waterfront. They were even given priority by the CITOM personnel when in fact there's a "No Left Turn" sign.
It so happened that VP Binay's convoy was heading out from Water Front so I took the opportunity to document his convoy. And yes, I have to agree with you that it tends to be bumper to bumper on a daily basis in the evening hours, however, it made it worst with some police vehicles blocking one lane. There was no easement of traffic.
Let's ignore this kid , it's very clear here that he's just trying to be an investigative journalist a la Mike Enriquez ! Eskwela sa dong .
If theres to blame i think its... PSG . they are just doing their job. I doubt this convoy will move without the PSG planning.
The presidential convoy will be much larger not including media men vehicles, and expect the three lanes SOP.
