As of now gi announce naman ni LTO reg dir aguilos last week that they will start "warning" motorcyclists on the roads starting aug 1 but only start to penalize starting Jan 1 2013. So mao lang sa na in the meantime.

These questions should have been raised while bill pa na ang RA10045 or napa sa 1st reading.

Pwede d.i ma-approbahan ang balaod kung walay klarong IRR? Dili ko familiar sa process, but just wondering. Maybe makatubag ang mga lawyers ani..

Kay kung pwede d.i ma-approbahan ang bill without a need of IRR and later na-discover nga nagka-gubot tungod ana, then there's something wrong with the process. Just my two cents.
