All laws are passed with the objective of serving the best interest of the the greater majority of the public and people. The passage and the full implementation of RA 10054 otherwise known as The Standard Protective Helmet Act for Motorcycle Riders of 2010 has created some doubts, questions, issues whether valid or otherwise as if this is something new to us. We would like to inform the public th...at there is an existing rule that no one shall be allowed to ride a motorcycle without wearing a protective helmet otherwise he or she shall be fined with a penalty of Php1,776. What was actually superseded was the provision on the definition of what is a standard protective helmet and its corresponding fines and penalties.The DTI was mandated to come up with a guideline on the standard helmets as provided by law while the LTO was directed to apprehend roadside violators which is a routinary activity of the office. The issue on the ICC stickers and PS markings as required have been addressed by DTI since it gave all owners of quality, branded and prescribed helmets that are without ICC stickers yet until December, 2012 to comply. While the LTO will not apprehend them at roadside until the said date. However we will be apprehending drivers that do not wear helmets, those wearing inappropriate helmets such military or construction helmets, etc. The issue that the law is anti poor, unaffordable, discriminatory and only intended to benefit the businessmen cannot be given credence and will not hold water. Unless this law is declared us such by the Supreme Court this law shall remain legal, valid and enforceable. Let us just allow ourselves to look at this law in the positive side of it. This law was passed precisely to protect its driver and its passenger from severe head injuries and death if accidents shall occur. Worlwide statistics would show that most vehicular accidents are caused by motorcycle accidents. Likewise studies have shown that head injuries and deaths can be prevented if the drivers of these motorcycles are wearing standard protective helmets during impact. We appeal to the people to give this law a chance. God Bless!

So basing from the statement coming from LTO-7, so extended na pud ang ICC marking until December 2012. Magamit pa jud diay to ang ako pang back ride na helmet na di makapasar sa DTI, hehehehe.
