He is referring to the buttons and debug LEDs on the motherboard itself. Once the system has booted successfully after POST (UEFI). hmm.. or when you are in windows desktop already, all the lights will be OFF.
It is NORMAL. No worries.

you have the option to enable the Debug Led to display it's status after booting successfully on windows...
For ASRock,it usually says " AA " if normal...
As for the RESET/POWER switch...mo-off jud na sila once nakasulod na sa Windows...

model sa vcard kay sapphire hd5850 ref design..gaandar man ang fan vcard mo ingon moingon rajud siya ug ''check signal cable'' pero mo work raman sa isa ka pc nako ang vcard.
