No, they do pay for the rights or else they'd be violating the copyright laws ... that's how Music Publishing companies make their money.. and that's how songwriters make their money as well. Everytime Regine, Martin, or whoever includes someone else's song in their album, they have to pay for that .. that's what the copyrights are for.
You really need to consider that it's through Publishing rights where songwriters gets the bulk of their income. It's not through record sales and concerts. They really track these things meticulously...
Most Philippine record labels are linked to some of the world's major labels (Sony, Capitol, etc..) If they, in any way possible, violate the copyright laws.. would you think that they'd still keep their license to operate?

I don't think that's plagiarism. What if those phrases are always used in common parlance?? An english songwriter cannot be accused of plagiarism if he uses a line in a song that goes "i will love u forever" or "i can wait for u" or "more than words" because these lines are common, and can be considered in a weird sorta way, Public Domain...
