    1. open a picture

    3. click "image" > "apply image"...select blending: "screen"
    4. duplicate again this image
    5. apply gaussian blur on this duplicate image > apply 25% radius or so (depends on desired haziness)
    6. select MOVE tool > press "shift" > while holding down "shift", drag the blurred image on to the first duplicate
    image.
    7. release the left mouse button before releasing the "shift" key to lock the blurred image exactly on top of the first
    image.
    8. on the Layers panel, change Blending Mode from "Normal" to "Multiply"
    9. if satisfied with result...flatten image...save file.
why not use layers and skip duplicate picture process...

    1) open image.
    2) duplicate background layer.
    3) "image" > "apply image"...select blending: "screen"
    4) apply the blur.
    5) on the Layers panel, change Blending Mode from "Normal" to "Multiply"

this will produce exactly the same results as gilbz way and you get to see the effects right away and you can undo or adjust back and fourth.
procedure 3 to 5 can be mixed up to produce slightly different output
example, if you try doing procedure 3 to 5 in reverse,(1,2,5,4,then 3) midtones will be a little darker.

note: apply image affect the layer only...not everything...

another type nga medyo pareha lang sa norton is the blur-overlay technique:

    1.open image
    2.duplicate your image layer
3.Apply a gaussian blur (Filter > Blur > Gaussian Blur…). Blur it enough that the detail disappears but the shapes mostly keep their form.
4.In the layers palette, change the blending mode from ‘Normal’ to ‘Overlay.’
    5.Flatten image
    6.resize, save

    sample:
