@ate_flo2: If possible let your IT Admin explain here kung unsa na ang actual situation or basic settings per router.
As for me, sa akong pag analyze:
1st. directly connect cisco router to switch, without DLINK DIR 655 and Load Balancer. And then set Dynamic settings per computer. Then Check if naa internet connection. If naa, check kung stable ba. If stable, so naa conflict ang DLINK DIR 655 and load balancer sa inyong Cisco 1841.
2nd. Why ga load balancer mo? If you only have 1 internet connection which is DIZLine sa Globe, no need na mag load balancer. Load balancer needs 2 internet connection from different ISP para mao na ang iyang i.load balance (this is as far as I know). So try to eliminate Load Balancer sa network.
3rd. Cisco 1841 can also be load balancer (correct me if I'm wrong). Problema lang is that, taga globe ang nag configure sa router, which is dli na sila basta2 mo tudlo kung gi unsa pag configure. Let your IT Admin read the manual of Cisco 1841.
