I don't get the GW f2p model. If it's free to play and only expansions are paid, but the expansions don't increase the level cap, then what's the point of playing the game? Is it just for PvP?

I haven't played GW1 so I not pretty sure about the contents of the expansions and they haven't talked about it yet.
