naa man initial interview and initial screening.... ug ang ubang nga dagko nga hospitals diri sa Pinas is managyo man gani ug valid Identification Cards pero mao lage wla silay coordination sa uban pang mga laboratories or blood banks kung kana nga tawo/donor is HIV positive na diay na sa pag test sa ubang laboratories unya nag balhin balhin lang ug lugar........Dapat lagi unta naay picture taking sa donor kada donate ug blood then kun ma positive sa HIV ang result i-forward sa uban pang laboratories (of course w/ strict confidentiality) para kun mag pakuha ug dugo tong tawo sa laing lugar mailhan dayon......pwede ra pud unta fingerprints or retinal scan aside from ACTUAL face picture pero wla man paman na ma-implement diri sa Pilipinas nga NATIONWIDE inter-laboratory online network recording system (limited only for HIV positive individuals)

para pod nako bah, sala man pod sa modawat sa blood donation such as blood bank, philippine national red cross, hospitals, etc... before nila dawaton ang dugo sa mga donor/s, screen jud og maayu kung naa ba HIV or what... dili kay nadawat from donors, dayun dritso pod hatag sa nanga-ilangan og dugo... lapses gihapon na sa modawat og dugo sa mga donors...

whether we like it or not,,,we can never really control the mind set of some unscrupulous people thus jeopardizing the safety of any blood recipients.

BUT there are ways to prevent this kind of disaster from happening aside from the S.O.P of strictly screening and re-testing the donated blood...

In conjunction with the current Medical Standard Operating Procedures with regards to Blood Donation/Screening/Transfusion, one radical way I can think of is this:

* EVERY blood bank or laboratory MUST take a picture of EVERY blood donor they have and must be downloaded in their data bank for record keeping, thus if tested positive of HIV they will have an actual and fool proof identification of the tested positive "would be" donor..this will eliminate the chances of that same person creating aliases or false names if ever he or she would attempt to unscrupulously donate blood in the future.

* EVERY registered blood bank or medical diagnostic laboratories must be given / forwarded with the copy (via e-mail or other online media) of the ACTUAL picture and medical record of any donor who is tested and confirmed positive of HIV..thus eliminating the chance of any HIV positive "would be" donor to simply jump from one laboratory to another using false identifications......But of course our Government must review and amend (if necessary) any Law that may compromise the privacy of persons.....pwede ra man na sya dayon nga ang donor must sign a waiver or something nga mu agree sya before donating blood nga kun in kaso mu-positive sya and re-tested positive of HIV and iyang picture and lab result will be forwarded to other registered laboratories and blood banks with STRICT confidentiality and for record purposes only, and will not be disclosed for public queries.

I'm not sure kun kini nga paagi or the likes of it ginabuhat na sa ubang nasud, pero sure ko nga kini wla pa sa Pilipinas.

Ang kalahi sa uban nasod, Naa sila NATIONAL ID SYSTEM. so kung naa pato sa laing nasud nahitabo, di to sya kalusot.

I agree. Maybe it is also a requirement nga naay watchlist ang DOH, Red Cross ug ang mga tig organize ug blood letting campaign para ma sala ang mga blood donors ug dili maka donate ang mga naay HIV/AIDS.

we can not judge first until proven of the accusation na nanuyo.. maybe he is unaware first as to maybe immature pa ang mga symptoms, that's why.. but I pitty that guy.. magpaconfine na lang siya.
