The state of preparedness in an armed force is frequently the aspect that deters war. It's not whether we can defeat China or not, that should not be the concern of the AFP upper echelon. Their concern is to make a fighting force that will inflict enough casualties on ANY possible opposing force (in this case, China) to reach their threshold of how much casualties they can take before disengaging or discontinuing their aggression. We can't possibly hope to inflict damage on them that we render their force ineffective, but if we are able to show that we are capable of inflicting substantial damage, that may be the deterrent from any aggression.
So for a small nation, such as the Philippines, you had better get a substantially "big stick" and wave it around so bullies will see it. This is a message to them saying "In the end, you may beat me to a pulp, but not before I give you a good few whacks myself, that may cause bruises or wounds." Now, is China going to risk getting some "bruises or wounds" and a whole lot of other consequences (internationally) for a sandbar? Ilaha nasad nang resolve, kung in-ana sila ka desperate for a shoal. Maybe it is true sad about the speculation that there is 213 billion barrels of oil in S. China Sea. So it is up to them if it is worth it or not, but we effectively up the ante by building a stronger military.
