    Because Philippines has a hard time developing the area maybe? Hence mining and producing it into usable resources? And they need China to pitch in and take a share? You need to really drill your own oil and export it all by yourself. Philippines has sold out their resources for way too long and it's a lazy habit with serious consequences.

    The Spratleys just isn't being used is all. China figures they'd put it to some use and production.
