Export? Forget it
F-22 Raptor? US Senate placed a export ban on the aircraft. They cost $150 Million Each not including maintenance figures. The Philippines spends 1% of GDP on Military or 33 Billion Pesos in the last 18 months since March 2012. Or 600 Million Dollars?
How do you expect to afford an F-22 let alone maintain it?
It's one issue to be able to purchase military hardware and import it. It's another story affording the maintenance cost and resources to keep them functioning.
Last generation Mig and Su (27-29) are a better bet. Even Indonesia has a few.
