What's Ground(ing) feels like?

I think my computer is grounded. I'm not sure if that's the right term. The chassis has this feeling of putting your hand close to a plastic cover (you know when you lay a large plastic cover to cover a notebook) even if the PC and the AVR are turned off. But when I unplugged it from the AVR, the "ground" is gone. Is my PC grounded?

Yup, I'm wearing tsinelas. I don't get electricuted though, it just gave this weird feeling in my fingers tips when I touch the chassis. And if I run my fingers back and forth, I'll pinch me. It's not the vibration of the fans since the PC and the AVR is turned off.

I'm guessing it's the power cables causing it, they don't have that 3rd prong. Unfortunately I can't buy new ones here and I'm leaving back to Cebu City later today (my one month vacation is over). I only noticed it now when I was about to unplug everything back to their boxes.
