The ACT is a above ground mass organization of the CPP. The key words are "mass organization." What this means is that the leadership of the group is dominated by National Democratic activists e.g. communists but is in essence largely legal. In effect, most of their membership are not in the loop of the group's affiliation. The reason for this is that the mass organizations must have a distance from the Party (CPP) in order for the party to effectively manage it's revolution. It does so through a series of overlapping organizational hierarchies. So for example, ACT (above-ground mass org) let's say has 10 leaders, of those 10 eight are members of KAGUMA (Katipunan ng mga gurong Makabayan, a NDF underground mass org), of those 8 from Kaguma 5 are members of the National Democratic Front, of the 5 four are members of the CPP. Not all activists of the national democratic movement are members of the Party, only the most ambitious and tenacious are given the privilege of being accepted as members of the Party. However, all their activists must follow the line of the CPP.
