Wall caves in, kills 2 people

A RIPRAP wall of a subdivision collapsed, killing two residents, on Highway 77 in Sitio Cadahu-an, Barangay Talamban in Cebu City last night.

It also destroyed five houses.

Allan “Tira” Oporto and a six-year-old girl died, said Senior Insp. Michelangelo Beltran, the Talamban Police Station head. A rescue team found Oporto’s body around 9:40 p.m.

One person, whom the authorities identified as Nestor Tapdasan Sr., remained missing as of 11 last night. The girl’s name could not be confirmed.

Rescuers dug out Oporto’s cousin, also named Allan Oporto, and rushed him to the hospital when they realized he was still breathing. Both Oportos were said to be in their 40s.

Resident Geneve Oporto, 25, said the destroyed houses belonged to her mother Alicia, sister Maria Isabel Archival, uncle Allan Oporto, and neighbors Nestor Tapdasan and Apolonio “Poloy” Inguito.

She said that Maria Isabel was wounded in the accident, and that another neighbor, Margie, and four children were confined in a hospital.

Cebu City Mayor Michael Rama arrived at the sitio, which is near a river, around 10:30 p.m. and ordered Cebu City Fire Marshal Aderson Comar to stay in the area until it was cleared.

Rama said the Office of the Building Official (OBO) has not received complaints from the residents about the state of the wall.

The damaged riprap wall of Casa del Rio Subdivision was about 30 feet wide, said PO1 Gerby Maloyloy-on.

Personnel from the Emergency Rescue Unit Foundation (Eruf) and the Bureau of Fire Protection (BFP) 7 conducted the rescue, while the police and barangay tanods controlled the crowd. They labored under a light rain, with thunder and lightning breaking the silence every few minutes.

Geneve said two of her neighbors’ houses were damaged.

Before the accident happened around 7 p.m., Nestor Jr., Tapdasan’s son, said he and his father were checking on the cracks outside their house, which was situated below the subdivision. They had to use a flashlight.

Nestor Jr. said he felt the ground shake, so he ran, leaving his 37-year-old father behind. He barely managed to snatch the hand of his mother Elena, 37.

The incoming senior high school student said his three siblings were not hurt.

He also said cracks on the riprap started to surface after the 6.9-magnitude earthquake hit Cebu and Negros Oriental last February. Subdivision personnel fixed the cracks using concrete, he added.

Alicia said they already complained about the cracks to the officials of Barangay Talamban, but had yet to get any help.

“Hulgaon man nuon ming demolisyon (They threatened to demolish our houses),” she said.

Jonji Gonzales, the spokesperson of the subdivision’s developer Commonwealth Estate Inc., said they will handle the medical expenses of the five persons who are confined at North General Hospital in Talamban.

They will also shoulder the two casualties’ burial expenses.

The evacuees, who are temporarily staying in the barangay’s sports complex, will be provided with food.

Gonzales said some of the subdivision’s workers caught residents covered the riprap’s weep holes with plastic. Weep holes are small openings left in the outer wall of masonry construction, as an outlet for water.

“Gibadlong na namo sila (We told them not to cover the weep holes),” he said in a phone interview. “Pero naay uban di patuo para di kuno mabasa ilang balay (But some of them defied us, saying they didn’t want their houses to get wet).”
