    Default Surplus Tire business: How?

I'm thinking on how to use our abandon house in Mindanao that is along the highway and in between the 2 cities.
I'm looking unto surplus tires for the following reasons:

    1. Surplus tire stores are not so common in the place.
    2. Majority of the people are attracted to low prices
    3. No need of an expert mechanic or technical person to sell the tires
    4. Can further expand to vulcanizing (with machine), then talyer, then surplus spare parts.

Could anybody tell me how to start?
    - How much is the needed capital (minimum) just for start-up?
    - Where to get the supplies?

Any suggestions on how to make the abandon place useful/profitable?
