Here is my another thread for another tutorial. Hope you enjoy it.

Here are some easy few steps.

Download Themes from this sites first:

Source 2

1. Download files are in archieve form(.rar),extract it using Winrar or other programs you use to extract compressed files. Then copy the contents to this destination.

(example directory: C:\programfiles(x86)\steam\skins)
"If you downloaded a resorce folder copy its contents to C:\programfiles(x86)\steam\resource"

2. After doing this close the window and go to your taskbar.

3. Right click on steam and choose settings.

4. Go to interface tab and you should see the themes you downloaded.

5. Click ok.

6. You should be prompted to restart steam. Do so.

7. The skin will be applied after restart.
