I would tend to understand that no nation would have their computer system connected to their defense systems be part of a hackable network.
So computer systems controlling these kind of armaments are normally not connected to a network. Perhaps a local network but not those connected to the web.
Not even the most genius of all the hackers can do it if there is no answered "ping".
