but to make the story short, the answer is: Its not considered as a bump. thats an inquiry
if mutobag ka sa inquiry, then thats a bump.
if nitubag ka within 12hrs sa imohang bump, then thats a violation.
you can always make use of the EDIT button on your previous inquiry to respond

mind you, IP signiture per inquiry/bump can detect multiple accounts and would lead to banning of all accounts
