    Reiterating the Rules on Price Tags/Labels and Providing Prohibition Against the Imposition of a Surcharge, Extra Charge or Additional Charge in the Use of Credit/Automated Teller Machine (ATM)/Debit Cards for Payment of Purchases of Consumer Products or Services
    See the highlited and colored words ? They will provide rules that will PROHIBIT those who are AGAINST the surcharges .

    Section 5. Prohibition Against Surcharging by Retailers. All retailers who honor/accept credit/ATM/debit cards for payment shall not require the cardholders to pay a surcharge, extra charge, or additional charge over and above the price tag on the consumer goods and services.
    It is in the SHALL STATE . DTI can only impose laws that has loopholes , the issue here is the CONSUMER and the ISSUING BANK thru the RETAILERS .

    This is indeed ONLI IN DA PELIPENS :

    1. When the consumer pays in cash, he shall pay only the price indicated in the price tag.
    2. When the consumer pays through a credit/ATM/debit card, he shall pay only the price indicated in the price tag.

    ATM and DEBIT CARDS are as good as CASH . Credit Card is not unless the imposed policies by the bank is billed already unya gi chargan pa ug surcharge then kana its time to take action .

    One reason why is the FINANCIAL FEES . EVery transaction has a fee between the RETAILER and the BANK when money is wired . How about asking the respective banks ? Naka provide na man ug link ang DTI .

    All you need to do is go to your ISSUING BANK and ask them why there are SURCHARGES . Is YAHOO your BANK ? Dont put leverage on word of honor , if you only ask your bank personally , bring your reciept then you can keep on yakking about the $ 100 . I am not scared , I have money . Just do your thing because you are annoying me by saying " ANDAMA " LOLZ .

    Yahoo has estores..... All their estores are bound by merchant agreement

    and its clear YAHOO's payment policy says:

    The following rules are requirements established and strictly enforced by Visa and MasterCard:

    * You cannot establish minimum or maximum amounts as a condition for accepting a card.
    * You cannot impose a surcharge or fee for accepting a card.
    * You may require the cardmember supply personal information (e.g. home or business phone number, delivery address) for the purposes of delivery only.
    * Any tax or shipping and handling must be included in the total transaction amount.
    * You may not submit any transaction representing refinance or transfer of existing cardholder obligation deemed uncollectable.


    ALL stores should follow that policy when they want to accept credit card payments....

    Its a POLICY of VISA or MASTERCARD....

    or else they won't get a TERMINAL to accept VISA or MASTERCARD....

    YAHOO owns an ecommerce site....... they process a lot of payments from web retailers....

    YAHOO is not a bank..... but it follows VISA and Mastercard policy

    no surcharges.....

    Its a LEGITIMATE and CREDIBLE source

    I already called CITIBANK..... if you want i can have them fax a statement disallowing surcharges on credit card transactions.......

    Its clear the policies of VISA and MASTERCARD.....

    Even the terms of CITIBANK show the policies of VISA and MASTERCARD......

    Don't confuse the PEOPLE.... ITs clearly stated the transaction is BETWEEN CARDHOLDER and RETAILER...... The banks are NOT SURCHARGING ME................

    RETAILERs are bound by the MERCHANT ACCOUNT AGREEMENT.......

    and its clear the merchant account agreement says:

    ASK any MERCHANT/STORE that accepts credit cards......

    DID they sign a MEMORANDUM OF AGREEMENT for accepting CREDIT CARDS?

    in that Memorandum of Agreement

    The policies of VISA or MASTERCARD are LISTED.

    The retailers are putting on the burden of the surcharge to the customer which is suppose to be their responsibility. Mao na cash=card unta kay ila naman na responsibility kay ni kuha man sila ug terminal for a credit card.

    One obvious way to avoid carrying wads of cash around when travelling, is to use your credit card. Whether you use VISA, MasterCard or American Express you will be able to make purchases and benefit from the policies, such as reward points, guarantees, insurance etc that your card may offer.

    On your travels you will however find that some cards are a lot more welcome than others. The main reason for this, is the amount the credit card companies charge merchants, which puts them off accepting the card or offer to pass those charges on to you by increasing the price!

    The credit card companies say that asking the consumer to pay a surcharge is against their policies and if reported that merchant will be removed from the network. We have seen this first hand, where a travel agent in Thailand was reported to American Express by an unhappy customer who was asked to pay a 5% surcharge because he wanted to use his credit card. The result - the agent was asked to stop this practice or be removed from the network, the agent chose to leave the network only to rejoin a year or so later without changing its policy in any way.

    One notable rule is that no merchant accepting Visa, whether a mom-and-pop store or a government body like a university, may establish any minimum purchase, maximum purchase, or surcharge for any Visa (credit) transaction (except for Australian markets where recent changes by the Reserve Bank have allowed retailers to apply a surcharge on any credit card transaction, VISA or otherwise).

    page 15 of the doucment says:

    This form is the AGREEMENT between a MERCHANT/STORE with VISA

    if they don't AGREE they don't get A CREDIT CARD TERMINAL to ACCEPT VISA...

    To makes things CLEAR....

    When I go to a store and see a shoes worth 500.00

    And I get my credit card.....

    The transaction is BETWEEN ME as the cardholder and the RETAILER.... its not the BANK and me.....

    Do you see a BANK employee in every SM store who presses the numbers of the CREDIT CARD TERMINAL....


    Its CLEAR the one whe OPERATES the CREDIT CARD TERMINAL is the retailer....

    and its the RETAILER and NOT THE BANK who INPUTS the amount....

    if the shoes is 500.00

    and the retailer will INPUT in the CREDIT CARD TERMINAL 550.00

    ITS the RETAILER who made the DECISION to enter 550.00 instead of 500.00

    and the RETAILER is in CLEAR VIOLATION of the MERCHANT ACCOUNT which says NO SURCHARGING....

    That BANK didn't TELL the RETAILER/STORE/MERCHANT to add the surcharge...


    SO please do your RESEARCH WELL....

    READ the VISA or MASTERCARD or AMEX POLICY.... because its the POLICY for MERCHANTS/RETAILERS who avail themselves of the CREDIT CARD TERMINAL on their own free will...... the RETAILER/MERCHANT also AGREED to the policy on their own free will..... The BANKS never imposed on RETAILERS/STORE to GET a CREDIT CARD TERMINAL.....


    Its the store who voluntarily got credit card terminal to accept credit card payments and in so doing ALSO agreed to the TERMS and POLICY of VISA(If the store puts a sign that says VISA ACCEPTED) or MASTERCARD(if the store puts a sign that says MASTERCARD accpeted) or AMEX
