emulators can only give you a feel of the game but the actually 3D itself? Well to see is to believe. I always play with the 3D on. If I were you, I'd visit datablitz / itech at SM, if you are lucky they'd let you demo the unit.
Check the library for psV and 3ds while you are at it, and scope the various accessories that you might need for your choosen handheld (i.e. extra battery pack, Screen protector, etc.)

I doubt that as the 3DS came out last year. By the way DS games are still available and the lastest game was Shin Megami Tensei DS2 release this month.
Nintendo Handhelds are quite durable. I still have my old DSlite from 2007, still alive and kicking w/o any repairs. There's so many shops offering to fix PSP although they do fix DSlite and DSxl but in terms of volume of repairs a huge chunck of it is for a Sony Handheld.
WiiU is not a handheld but a console it will complement the 3DS and may use it to interact with games on both systems; just like what GameCube and Gameboy Advance had.
Here are the new games for PS Vita, I don't think some of them will be released this year though.
