The proper explanation would be this; Since the walk/don't walk signal only has two lights (green and red),
the yellow signal for cars is emulated through the BLINKING RED SIGNAL.
The yellow signal means a lot of things, and it needs a bit of common sense.
For those within the intersection, they should speed up because they might NOT beat the Green Light.
For those who has seen the BLINKING RED LIGHT but not sure when it changed from Green,
via common sense you should stop.
If it had been going on for a while and you end up in the middle of the road, well good luck.
For enforcers, one good way for them to know that you are trying to abuse is
when you start to cross with the BLINKING RED LIGHT, that meant you were trying to beat it.
It would have been fine, if you were already in the middle of the road when it started.

Just a reminder, these signals are for you so you will be safe, trying to abuse them means you are putting yourself in harms way.
RED = DANGER, GREEN = SAFE, YELLOW = Pay attention because anything can happen = BLINKING RED.

Dili mana obligation sa enforcer nga mamuyag. Naay mamuyag, naa sad dili.

    @TS,

Sa imong situation it maybe a bad day for you but you've got a lesson from it. Actually, naa man untay link/site sa City Ordinance 1514 or Anti-Jaywalking Ordinance pero wala pa na post ang updated info kay gi debate pa nila kung ma approve ba tong increase sa fine to 1,000.

Unsay yawyaw... pwerteng yawyawa. High-pitched na gud ko sa kalagot, gakurog akong mga kamot. Pareho jud ta pagtoo, warning ang blink, pero as others have pointed out here, the blinking means not to start to cross.

Naay ticket gihatag in fairness. I was really on the verge of accusing him nga basin wa pa siya pamahaw maong kugihan kaayo modakop, but I'm glad I stopped myself. I know it would be way out of line for me to say it.

I know that. But you have to admit naay kapakyasan ang government of disseminating the information about jaywalking. For instance, kanang mosakay or manaog sa dili Loading/Unloading areas, bawal diay na. I only came to know about it from the jeepney drivers and from observing those who got caught gawas sa Emall. Unsaon nalang tong wa jud tawon alamag, luoy baya.

so just to give you an idea here in Singapore, you have to press the button to cross
the symbols indicated sa picture below
    1. red man - do not cross
    2. green man - cross with care
    3. blinking green man - DO NOT START TO CROSS

    so to answer your question:
I always thought that it's perfectly fine to cross the street when the don't walk red sign is still BLINKING.

the answer here in Singapore is NO as shown on the picture above - blinking green man means do not start to cross

mau na lang na gani singkwenta pesos ra ang multa mo. dri Singapore ang multa sa jaywalking or not following traffic rules is at a minimum of 500 singapore dollars which is roughly equivalent to 18,000 pesos. nya d ka malifong anah... hehhee

so to be on the safe side na lang do not attempt to cross kung blinking na.
Thank you, kana klaro jud kaayo, di jud kaikyas ang jaywalker nga mo-ingon wa sila kabawo. That's what I'm talking about, a simple karatola or street sign nga masabtan sa tanan.

Dakop dakop bahalag naa juy sayup ang mga CITOM. That's the reason why mga pilipino di mo asenso, kay di jud mag think further ahead or think also for the future not only the present.
KOREK! Pareho atong mga gidakop gahapon nga 2 ka babaye dungan nako, igo ra cla ningbayad sa 50 pesos, pero wa jud cla gisultihan ngano gidakop sila, ug unsa pa mga violations nga di nila dapat buhaton to avoid being penalized in the future. The traffic people could have given a handbook, or fliers, para makabawo ang mga tawo.

Hehehe naay ticket gihatag. Funny thing is, when he asked for my name, tungod kay taas man ako apelyido unya lisod spelingon, hangyo siya ako lang daw suwat. Ako giingnan, ikaw man ningdakop nako, hala bahala ka unsaon pagspell sa ako ngalan. Paghatag niya sa ticket, ingon ko "Dong dili ni ako sa ticket, sayop kaayo imo spelling." Dayon derecho lakaw.

Boss, mao jud na akong gipangita ay. Diri sa Internet. I can't find any. Ang ako nakit-an katong balita about that P1,000 fine. I want to see the provisions of that Ordinance, para kita as citizens, we would also know when to fight back, kung sila nga naa sa balaod ang nakalapas.

I only 2 signs. Green and Red. And if I don't see either one, that only means I have to STOP.
