ok TS let me give you an example dri Singapore since dri man ko ron. good thing i took a photo 2 days ago and I just stumbled upon your thread.

so just to give you an idea here in Singapore, you have to press the button to cross
the symbols indicated sa picture below
    1. red man - do not cross
    2. green man - cross with care
    3. blinking green man - DO NOT START TO CROSS

    so to answer your question:
I always thought that it's perfectly fine to cross the street when the don't walk red sign is still BLINKING.

the answer here in Singapore is NO as shown on the picture above - blinking green man means do not start to cross

mau na lang na gani singkwenta pesos ra ang multa mo. dri Singapore ang multa sa jaywalking or not following traffic rules is at a minimum of 500 singapore dollars which is roughly equivalent to 18,000 pesos. nya d ka malifong anah... hehhee

so to be on the safe side na lang do not attempt to cross kung blinking na.

You've been misinformed TS. Sakto ang uban diri basta nag blink na gani ang "don't walk red sign" it means a warning not to start to cross. That's why naay warning sign for everyones safety.

About ani "Ngano man daw nang mga sakyanan ig-yellow light ngano magpakusog man?". Betting the red lights is a traffic violation pud.

Mo agree jud kos imung statement about sa pag educate sa public mam, It is true that ignorance to the law is not an excuse but being a person that is anidiot about the law is a good excuse. That's the reason why mga pilipino di mo asenso, kay di jud mag think further ahead or think also for the future not only the present.

regarding sa signal lights, here's what i understand:

    Pedestrian:
    Green - cross
    Red - do not cross
Blinking red - do not attempt to cross but if you're already crossing at that moment, keep going.

    Vehicles:
    Green - cross
    Red - do not cross
Orange - do not attempt to cross but if you're already crossing at that moment, keep going.

    Green - cross
Blinking green - hurry up and cross
    Red - stop
