Just go there and do your thing . Thats your bank and they are authorizing retailers to surcharge you , not me DAGGET . The subject is the SURCHARGE of RETAILERS in Cebu and the Philippines in general . If you can pay for my airfare to ask any bank that is CEBU BASED then I will bet on you . Other than that , gahi gyud ka ug ulo , we are not TALKING about VISA and MASTERCARD , they are a totally different organization . They only licenses your bank to use them and the issue we are talking about are between your BANK and the RETAILERS .
