hmm actually ang kanang gi ingon nila na 2mbps ang kadak-on ra na sa pipe sa data ba pero dili na sya mao ang guaranteed na speed. naa tay ginatawag na CIR if ang CIR nimo is 1mb ra even if ang application nimo is 2mbs ang madawat nimo 1mbps ra gyud since ang kanang 2mbps sa pldt na connection is a shared connection pero if dili busy ang network like dyutay ra ang ga use posible gyud na ma reach nimo ang 2mbps na speed na ila gi ingon.

always remember if you are going to apply for an internet connection always ask pila ang CIR or if naa ba CIR kay mao ra gyud na ang speed na makuha nimo na sure gyud

your are right there in a certain angle "but" sorry to say that Committed Information Rate you are talking about is somewhat not so applicable already nowadays in relation to the tolerable rate plans of our ISPs. FYI, afaik, the low costs but high speed Assymetric DSL plans offered by most ISPs here have very low CIRs. Even Bayan DSL who offers only corporate lines here in Cebu has very limited CIRs. Because if they give big CIRs on their common service plans, somewhat they cannot squeeze up their bandwidth more to cater more clients due to such available bandwidth is reserve for CIRs anymore..even some of their plans have no CIR at all. Like mine, I have the "highest plan" of private package from PLDT DSL but hey, it has NO CIR at all.

if one really needs to have a true CIR, he/she better get the leased line.

CIR is the committed bandwidth that the ISP can give during the worst case scenario like too much congestion in the network. if you have a 4Mbps plan with CIR of 512kbps, during congestion, your traffic is shaped & to be transported not below 512kbps.
UBR traffic are prone to packet drops during condition.

if your plan is 2Mbps, it means that the line rate between your modem and the dslam is set at 2Mbps. others are implemented using 3rd party server that tracks the account along w/ its subscribed plan. when implementation using pppoe or woth username and password, the username and password is profiled in the server to its pre-configured profile.

slowdown on internet connection as promised by ISP is the speed subscribed from your modem up to the international internet facility of the ISP only, beyond that isp has less control as most isp has no control of their traffic to reach to any destination.
