Customs joins drive vs coin smuggling

THE Bureau of Customs has lent its support to the government’s drive to enforce the rules of the Bangko Sentral ng Pilipinas on cross-border transport of currencies.

It entered into a memorandum of agreement with the central bank, the Manila International Airport Authority, National Police, Bureau of Immigration, Air Transportation Office and the Philippine Ports Authority to monitor the transport of Philippine currency outside the country.

The agreement was created to bring about a more effective inter-agency cooperation to prevent smuggling of Philippine coins among other violations of central bank circulars and Tariff and Customs Code of the Philippines.

Customs has a more active role in the monitor, examination, apprehension and forfeiture of currencies in excess of P10,000 or $10,000 or its equivalent as prescribed by the law.

Under the new guidelines, Customs is tasked to examine baggage of departing and arriving passengers in the presence of the owners and the screening officers. Upon detection of violation of central bank circulars or the TCCP, the Customs examiner on duty shall immediately inform the flight supervisor, duty collector, or the Customs collector.

The 100-percent examination or actual cash count shall be transferred to the designated Customs exclusion room in order not to disrupt the smooth flow of passenger processing operations and avoid undue embarrassment to the person being questioned.

A Customs officer would initially examine the subject currencies under the principles of continuity and custody.

The question is, has anyone even bothered to file cases against these supposedly corrupt BIR people?

It's not solely the government's responsibility to go against smugglers and tax evaders. If, rather than be inconvenienced by litigation, we prefer to just shell out under-the-table fees to these crocs in the BIR and Customs, then we're simply getting what we deserve.
