THE Civil Service Commission (CSC) 7 has invalidated the designation of the incumbent administrator at a Mandaue City government-supported college.
Susana Cabahug was also directed to “cease and desist from performing the functions and duties of the college administrator of Mandaue City College.”

The decision pertains to Mandaue City Mayor Jonas Cortes’ appointment of Cabahug as officer-in-charge (OIC) of Mandaue City College, as she also holds the position of security officer of the City Government.
"This office finds the appointment of Susana Cabahug to the position of security officer II in the City Government of Mandaue in order,” said CSC 7 Director Judith Chicano in a decision promulgated last Nov. 18.
“However, her designation as OIC college administrator of Mandaue City College is hereby declared invalid for having been issued in violation of the prohibitions in Sections 14 and 15, Rule XIII of the Revised Omnibus Rules on Appointments and other personnel action,” she added."
