With a couple million pesos at their disposal, I'd assume they can afford to hire a research team before they made a presentation. For something as big as this, there is no room for coincidence. When visiting places, I personally don't like to just have more fun, I'd like to be Wowed!
From what i can deduce, I don't think any feasibility studies were done, nor other related research.
When you are tasked to come up with something original (let's say draw an original building layout) and you have several thousands or possibly millions of pesos to do what you are tasked to do and what you to is photocopy another person's building plan and say it's an original that you made is NOT crab mentality.

"It's more fun" is a statement. The Swiss change their slogan because they can't back it up. So we might as well do our part to make it ours and this time mean it.
Nobody has monopoly over the use of the statement. We just have the edge of making it true.

we never know bro. they've asked to patent the word face and book. what will hold them to claim rights on the word like?
okay, granting facebook will leave us alone, what about the criticisms from people who are good at looking for holes. if you frown upon a slogan used 60 years ago and call it a copycat i see no reason for you to be happy with 'i like' at this very moment. that's very illogical, isn't it.

But they don’t know that we don’t use it in Japan – our third largest market, because they don’t understand the word WOW and there is no direct equivalent of the word in their language. The Swiss are not complaining about the slogan.
The United States don't care either, they just gave a statement discouraging their citizens to come here.
The rest of the world don't know that the slogan was used by the Swiss or just don't care .
So who are complaining about the new slogan?
The tourists? NO.
