What I've understand (this is just a personal opinion)..

Northern Mindanao (which includes CDO and Iligan) are really not prone to heavy rains that will result to disaster like this...There are certain times that we like heavy rains after a long time of drought to normalize our water levels (since the whole Mindanao is much dependent on hydropower for electricity). So I guess the need for that particular equipment is not a necessity.

This time (I think) it's already a different story...

NASA and Japanese authorities did predict the volume of rain was gonna be comparable to the rainfall during Ondoy.

Unfortunately, Yumul and PAGASA did not take heed.
Japan-US forecasts said: "very heavy rainfall of over 50mm/hr (~2 inches).”
PAGASA's NDRRMC forecast said:only a 10-25 mm per hour rainfall amount for Sendong.

there is a huge discrepancy. precaution and awareness could have saved lives in this calamity.

there is enough blame to go around for everyone in this one. Apil na nah ang mga local authorities anah. However, unya na nah, importante ani run ang relief jud.
