    usually power consumption design is out of the equation on high end cards, performace and quality siguro ilang gi top prioritize...

    crippled VC`s = no good in performace

    "good high-end video card"

    - 6970
    - 6950

    for me, anything lower than that is not "high-end"

    this should give you an idea of modern video card's power consumption...

    budget around 7k-9k php (b-new). Our latest games gud karon of any kind. As long as nindot ang performance nya energy saving, high-end video card.

    HD6850 and GTX550ti have good performance/watt rating.
    ATI cards need less power on peak than Nvidia cards but use more on idle.

    6770 is not so much worth it since add lang ka 800-1k, naa na kay 6790. 256bit and 5830 performance.
    6850 is your best bet for your budget.
