THE 12th Association of Southeast Asian Nations (ASEAN) summit, scheduled for next week in Cebu, has been postponed to January because of a strong storm bearing down on the meeting site, officials here and abroad said Friday.
Ambassador Marciano Paynor, head of the Philippine organizing committee, made the official announcement Friday in a televised news conference from Cebu province, site of the summit.
“I categorically state that the decision was based on weather disturbance and on this disturbance only,” said Paynor in response to a question by a newsman on whether the postponement was prompted by terror threats.
Earlier in the day, an Associated Press report from Cebu, quoting Domingo Lucinario, a member of the organizing committee, said: “The leaders’ summit has been reset to January” but added that “all ministerial meetings shall proceed as scheduled,” referring to prior discussions by foreign ministers and other officials.
An Agence France-Presse report quoted a Japanese official issuing a similar statement.
"Both of the summits will be postponed," the foreign ministry official, requesting anonymity, told AFP in Tokyo, referring to the ASEAN Summit and the East Asia summit. "But it is still not known until when they will be postponed."
The official said the Philippine government was expected to make a formal announcement soon.
Forecasters say tropical storm Utor (Philippine codename: Seniang) could intensify into a typhoon. It was packing winds of up to 75 kilometers (46 miles) per hour with gusts of 90 kph (56 mph) early Friday.
It is expected to hit Cebu province over the weekend, when leaders of the 10-member Association of Southeast Asian Nations (ASEAN) would be flying in for the summit. It was scheduled to be held Monday and Tuesday, followed by the second East Asia summit on Wednesday.
In an interview with INQ7.net, Chief Superintendent Silverio Alarcio, Central Visayas police director and Task Force Cebu head, said he has yet to receive notice of the postponement of the summit.
Alarcio disclosed that his office received reports in June of possible terrorist attacks during the conference but added that the reports were never confirmed.
"We received the reports in the middle of our preparation but that was never confirmed," Alarcio said in a phone interview.
He said the reports claimed that the local terror group Abu Sayyaf had planned to carry out the bombings but not necessarily in Cebu.
But Alarcio said the reports were dismissed because there were no indications that the Abu Sayyaf were ready to carry out its plan.
"We have not seen their capability and capacity to implement terror attacks," said Alarcio.

The National Organizing Committee postponed the date of the ASEAN Summit not due to terror threats whatsoever. The Committee deemed it best to change the date of the summit to be scheduled on January 2007 because of the storm "Seniang" which has a tendency to become a super typhoon.
Rather than take chances on the weather, coupled with other areas of concern in case the storm will hit families on affected areas, it would be best to change the date of the Summit. Anyway, the efforts will not be useless for the Summit will continue early next year.
what weed said was off peak rates for a peak period, but peak rates for an off-peak period. since peak rates are just for a certain period, i.e., sinulog, holy week, christmas/new year, then the hotel will lose money if it has PEAK rates for the OFF-PEAK periods bec. no one will book due to the higher rate.
generally, the law of supply and demand requires both the supply side and the demand side to react to each other, until an "equilibirum" price/quantity is reached. but since the supply of hotel rooms is finite (you can't build more rooms to meet the demand), once the demand goes up, i.e., sinulog, holy week, christmas/new year, that's when you have a peak period and a higher rate for that period. conversely, during low season, i.e., opening of classes in june, the rates go down because there's not much demand for rooms. in a hotel, every room not booked for a day is already a lost opportunity to generate revenue, so they have to anticipate the lower demand and have a lower rate so that they can sell the room and not lose the opportunity.
