    Yes there is no case against GMA yet but she is under investigation....

    I can't understand how the Constitution can be made secondary to the actions of DOJ and the Admin... Does that mean that the Admin and Doj can inhibit rights at their whim, rights ascertained by the Consitution, and that the person must resort to the interpretations of SC to rule if its Constitutional or not? Isn't that contrary to the purpose of Constitution? In that sense, the power has shifted from the citizens to the government....

    the answer is no..so why did the government take away her right to travel?

    because the bill of rights is not absolute it still subject to the power of the government.


    The SC did not rule on the constitutionality of the circular which means it still legal although suspended.

    DOJ Department Circular No. 41

    The question here is not only the constitution because even the bill of right is subject to national interest through police power of the state.

    Bcoz she is under investigation. DOj Circular 41 gives the right to Doj to put her name on the list....
