    It is wise for people to read the Constitution before giving any opinion regarding the matter.... It has purposely chained the government from being a tyrant... Rights cannot be deprived as long as the individual is not being charged.... This grave violation is a threat towards all our freedom...

    LOL... The last I check unless the the SC say its so unconstitutional only then will it be...

    From a political Science grad perspective the admin is using such means hypocritic or not, its legal and it was not even crafted by them... they are within their bounds

    #1. that was a quick deliberation!
    #2. it must be awesome to be an arroyo. 2 million in a duffel bag anytime you want! dang!
    #3. check the times. i thought government offices closed at 5.
    #4. when they first tried to pay, a copy of the TRO was still not with the cashier. that's how rushed the SC did all this.

    This is very interesting isnt it, anyway the problem is the SC did not even rule whether the DOJ has a right or not to put GMA on hold departure list they made restraining order it not even a TRO becuase it suspend the effectivity of the circular...

    Yes there is no case against GMA yet but she is under investigation....

    Sometime our laws can be very inconvenient in search for justice, dont you think?

    Sa ako pud na basa regarding ana nga circular ang mga opposition that time arguaing that it is unconstitutional particurly kining admin karon .... its hypricsy kay they used it against GMA asa man ang logic ana ....

    Well of course any circular order is bounded by the Government unless declare unconstitutional by SC .. diko makiglalis ana ....

    Now About ana nga Circular naa koy cut and paste ...

    The Justice secretary can only issue an HDO or a WLO against a person who has violated the Anti-Trafficking in Persons Act or if he or she is being investigated to that effect, or if is in the interest of national security, public safety or health.

    The Arroyos had neither violated RA 9208 nor are they being investigated on that issue. And the Arroyos are yet to be declared a threat to national security, public safety or health.

    Well anyway kana nga Circular Diay is Legal ... and also is not Applicable to GMA ....

    I think the presence of the accused is needed during arraignement... and in case GMa is not around by that time walang kaso mapasaka because her counsel cannot plead in her behalf... the trial cannot go on without her presence there could be no trial in absentia unless the accused has entered her plea...

    What a dilemma diba? very apt that DOJ sec is named de lima? LOL

    (c) The Secretary of Justice may likewise issue an HDO against any person, either motu proprio, or upon the request by the Head of a Department of the Government; the head of a constitutional body or commission; the Chief Justice of the Supreme Court for the Judiciary; the Senate President or the House Speaker for the Legislature, when the adverse party is the Government or any of its agencies or instrumentalities, or in the interest of national security, public safety or public health.


    isnt the case which GMA is under investigation the adverse party is the government?
