    CEBU (AFP) — ASEAN nations agreed yesterday on the bloc’s first legally binding pact to fight terrorism, including a provision to rehabilitate convicted terror suspects, diplomats said.

    The agreement, to be signed here next week, is seen as a breakthrough for the 10-country Southeast Asian group, which includes nations such as the Philippines and Indonesia that have battled Muslim terror groups for years.

    "It’s very significant in our concerted effort to combat terrorism in the region," said Imron Cotan, secretary general of the Indonesian foreign ministry, who hailed in particular the proposal to rehabilitate terrorists.

    "It’s a different element from what they have in the West," Cotan said. "This will address the root cause of the problem."

    According to a draft of the accord, which will be signed at next week’s ASEAN summit, the nations have agreed to track movements of suspicious money or people throughout the region, and to allow for the extradition of terror suspects.

    It would be the first anti-terror accord by the bloc, which normally maintains a strict policy of non-interference in members’ internal affairs and has in the past restricted itself to declarations condemning terror.

    "It will commit the signatories to genuine cooperation in counter-terrorism," said professor Andrew Tan from the Singapore campus of the University of New South Wales.

    "It will represent a breakthrough given the generally declaratory nature of previous ASEAN agreements," Tan said.

    I think I have to clarify things. The claim that law of supply and demand is applicable in this particular case is still debatable. That is the claim of persons who defended the high rates of hotels in Cebu.

    For academic discussions, let draw a fine between anticipated influx and actual influx of visitors. In my humble understanding of the law of supply and demand, the price will go up if indeed there was a real demand,which means the supply really ran out and its very hard to cope up with the demand. But i see that what we have here is an anticipated demand. Hotel owners pre empted the perceived influx of visitors but it is stilldoubtful that there was really a mad rush to get hotel rooms.

    Now I could be wrong thats why I wish someone really expert in economics can explain to us these very high hotel rates. If he will rule against me, then fine. I can accept that.

    I know what is law of supply and demand. But I cant accept that it is the cause or it is a sufficient justification of teh extra high rates.

    Unless, a certified economist well say his piece on this matter, I still maintained, althjough some of you might disagree, that the jacking up of hotel price is not proper and the law of supply and demand has nothing to do with it. It might be something else. Business opportunism perhaps.

    That is why most hotels have higher rates for "Peak Season" also, supply and demand. If they didn't charge those higher rates during those periods, then they wouldn't be able to offer those lower off-peak rates. It's a matter of balancing the books, or maybe some willl use the extra money to finance an improvement at their hotel (and make it more appealing to the tourists later on).  I am sure it was not a surprise when they raised the rates. It did not just get raised last week.  I'll bet 6 months ago if you tried to book a room here during the Asean Summit week, then they would have charged you the higher rate.

    When I was going to Hong Kong and checked out the Hotel Rates recently, they varied during the year, based on local events, holiday seasons, and even conventions. I didn't know about those things and I surely wasn't involved in them, but I had to accept them, or avoid them.

    If you are a tourist on a budget, I am sure that you would have avoided this place during the summit. Maybe delaying your trip here to another time. The hotels don't mind, they will be full anyway.

    Well, the security level is up within Cebu to secure the delegates as early as now. In as much as we don't want to ruin all our efforts for the upcoming ASEAN Summit, we wanted to secure our delegates and those tourists who would be coming in time for the ASEAN Summit.

    I heard that the police authorities have been in Cebu for quite some time now just to make sure that of a well grounded security for the summit.

    hehehe, so you mean that businesses should not be pro-active and just raise their prices when they see that there are many people checking in...? that, my friend, is BAD BUSINESS. you try putting up a hotel and running it that way, let's see if you even last one year... that is what you call "REACTIVE" thinking, meaning you just react to outside forces, much like trying to fix your roof when the typhoon is already overhead...

    So, here's a scenario in "Mosimos Hotel and Spa":

    1. Their policy is to REACT to the influx of guests.
    2. November was off peak for them...
    3. All ASEAN delegations book with them for the Summit at OFF PEAK rates
    4. General Manager Mosimos REACTS by jacking up the prices, but sadly this will only take effect after the summit, as he was not PROACTIVE enough to forecast a PEAK during the ASEAN.
    5. No one books at the PEAK rates of Mosimos Hotel after the summit, as all other hotels already went OFF PEAK again, and therefore are much better valued.

    In the end, Mosimos Hotel and Spa closed due to GIVING AWAY THEIR ROOMS at off peak rates during summer, sinulog, holy week, and other PEAK seasons...

    But even before that, all their staff already moved to other hotels where they earned much more SERVICE CHARGE due to proper forecasting and income management.

    And they also wasted so much food, as their restaurants were serving full buffets for 250 pax when only 5 people would actually eat, due again to lack of forecasting.


    So, there you go, an actual yet simplified BUSINESS VIABILITY STUDY based on your rants and raves... Care to differ?

    You have a good illustration. Im just elaborating on law of supply and demand in a very academic way. I have no idea about business practices like pro active and reactive.

    But your example that business will close becuase of off peak rates is not quite correct. On the contrary, customers MAY patronize the hotel because of its cheaper rates but superb services.

    My 2 cents worth...

    Asean summit postponed to January due to storm

    CEBU (Updated 4:25 p.m.) -- The annual Southeast Asian summit, scheduled for next week, has been postponed to January because of a strong storm bearing down on the meeting site, an organizing official said Friday.

    The storm is expected to hit Cebu province over the weekend, when leaders of the 10-member Association of Southeast Asian Nations would be flying in for the summit. It was scheduled to be held Monday and Tuesday, followed by the second East Asia summit on Wednesday.

    "All the ministerial meetings shall proceed as scheduled," said Domingo Lucinario, a member of the Philippine government's organizing committee, referring to prior discussions by foreign ministers and other officials. "The leaders' summit has been reset to January."

    No new date was immediately announced.

    Forecasters say tropical storm Seniang (international codename: Utor) could intensify into a typhoon. It was packing winds of up to 75 kilometers (46 miles) per hour and gusts of 90 kph (56 mph) early Friday.(AP)
