FYI you cant ask for a political asylum unless you are already in that country. WTFish. Yeah she can say its for a medical treatment then when she gets there, she can then ask for political asylum.
Or she can go in hiding in a country where the Phils has no extradition treaty.
While still in the Phils she cant ask for that(political asylum), but she can if she is already within the territory of that other country.

AS I have stated on my earlier posts:

She had plenty of time to leave the country to avoid persecution, why now when they have already stared the cases? She is a smart woman, she knows this will happen.

This medical issue is getting serious. By the looks of her, she is not looking very healthy.

key word here is "may".

That means it may or may not be applicable. Miriam is neither right nor wrong because in that statement, she isn't actually claiming anything. What she means is, if the Arroyos go to a country with an extradition treaty, then extradition applies, if they do not then it does not apply. Since she does not know where the Arroyos will end up travelling, then she doesn't know. That's why she said "may" apply.

Well then, I guess I shall have to wait for the video to be uploaded so I shall know whether "may" was the auxiliary verb Miriam used.

Perhaps you are right and Miriam is wrong?

Actually Mirriam is correct but unfortunately Media is wrong in quoting her. Extradition is only applicable in countries we have extradition treaties with. So if Arroyo is in a country we dont have any extradition treaty, GMA cannot be extradite.

I am sure PH has an extradition treaty with Indonesia and US... but I am not sure with the other 190 states members of the UN.

Yes, JPR maybe right. MAYBE. But when it comes to the past that our current president is referring to (we know these issues), these are highly irrelevant. There are LOTS of other issues out there that need more attention, yet his attention is concentrated on the wrong issue.

There's no way in the world someone as intelligent as Miriam would say that extradition definitely applies when she doesn't even know what country they are going to. That would be stupid and she ain't stupid. Maybe crazy, but not stupid...

LOL. The PH gov offered to invite the specialist she wants all expense by the state but she declined the offer. So what do you want us to think, there was no malice in declining the offer?

Alot of people who are under pressure sure don't look healthy.

There are many countries that refuse to sign an extradition treaty with the Philippines because they have no confidence in our justice system and believe that extradition may be used to drag their innocent citizens and subject them to a system of justice that is tainted by corruption. I can't say I blame them...

In refusing to issue an ADO to Arroyo, De Lima pointed out that most of the countries the congresswoman was planning to visit had no extradition treaty with the Philippines.
But Santiago downplayed the issue of extradition, saying the absence of which would not necessarily prevent the Philippine government from going after a fugitive from justice or a person with a pending case.
“If the applicant is accused of a non-bailable offense and there is no extradition treaty between her state of destination and the Philippines, her mere failure to return might result in a defeat of justice, but it will not be a threat to national security,” she said.
Santiago described an extradition treaty as a contract between nations to turn over a wanted person staying in the other state’s jurisdiction.
“It is not so simple to argue that if the applicant goes to a country that has no extradition treaty with the Philippines, there is no way of getting her back,” she said.
“The matter of extradition can be either contractual or political. This means that even if we have no extradition treaty with another country, if that country wants to extradite the applicant, there is no rule in international law that prohibits a country from extraditing a foreign national as an exercise of state sovereignty.”
“It’s not difficult to get a Filipino, unless, of course, there is an existing conflict between the Philippines and the other country, if the relationship is bad,” she said. “But otherwise, I don’t know what the big fuss is all about.”
