Its a given. Even the american TP trainers did notice the difference in the Fluency
pardon those who insult tagalogs when it comes to english but in general, it is true
visayan speaking people are better english speakers than tagaolog speaking people

Tagolog=Southern Accent Because of distinct Nasal / strong accent
Cebuano=New Yorkers/Eastern because of fluency and speech
Illonggo=Neutral because intonations hardly changes even when angry

My mother tongue is Tagalog since i grew up with the filipino community
English was my form of communication outside that community, so it isnt an issue either
Came here in the Philippines to study. My options were weighed, Manila or Mindanao
After further deliberation (exaggerated word), parents decided for Mindanao
and i could say studying in Mindanao made me preserve my english fluency up until. not to mention the added english vocabs
I dont know any other school that offers a FULL school year of SHAKESPEARE / Old English Literature for 4th Yr High School Students, but mine.
