    Mayor changes his mind: Mike allows heads at budget hearing


    CEBU, Philippines - The expected tension between Cebu City Mayor Michael Rama and the City Council fizzled out yesterday when the former allowed the department heads to attend the budget hearing.

    Except for acting city treasurer Tessie Camarillo, who has lost the trust and confidence of Rama, the others were allowed to defend their budget before the council.

    Rama has already requested the Bureau of Local Government Finance (BLGF) to immediately replace Camarillo.

    The city treasurer along with the Planning and Development Officer and the Budget Officer comprise the Local Finance Committee that prepares the budget.

    Planning Officer Alipio Bacalso and Budget Officer Nelfa Briones were at the hearing.

    Rama authorized assistant city treasurer Emma Villarete to represent their office in the hearing, but the council refused to allow her to do so.

    Villarete went to the council session hall, but was not allowed to speak.

    P2 billion loan

    The plan of Rama to take a P 2 billion loan as part of his revenue support for the proposed P11.8 billion budget for 2012 met a lot of opposition from the council.

    The city legislators said the plan to take out a loan may not be approved because the law prohibits spending more than 20 percent of the overall revenue for debt payment.

    At present the city is paying more than P500 million every year to the Japan Bank for International Cooperation (JBIC) as payment for the loan to build the South Road Properties.

    The amount loaned was P 3 billion, but this has doubled due to the devaluation of the peso.

    Sale of properties

    The council also grilled Briones about the target revenue of P1 billion from the sale of government lots.

    Members of the council thought that the amount would include the sale of new lots at the SRP, but Briones explained this will come from the payment of lots that have already been sold.

    Briones said the city expects to receive P650 million from SM Prime Holdings Inc. and Filinvest Land Incorporated for the properties that they have bought at the SRP.

    SMPH bought 30.4 hectares worth P2.7 billion while Filinvest purchased 10 hectares for P1.5 billion.

    The remaining P350 million shall be taken from the sale of properties that are already forfeited by the city because nobody bought them when these were auctioned as its owners failed to pay taxes.

    Meeting with Mayor

    Before the City Hall department heads appeared before the council at 1 p.m., they were called to a meeting with the mayor.

    Rama informed them that he decided to reconsider his earlier decision not to allow them to attend the budget hearing.

    Last Friday, the mayor called the department heads to his office while the budget hearing was ongoing marring the procedure.

    The walkout stalled the hearing and talks were rife that Rama would ask the department heads not to attend the hearing yesterday.

    The mayor plans to spend P11.8 billion next year, which Camarillo said, in an earlier, media interview, would be impossible as the city’s income would not suffice.

    CITOM budget

    The City Traffic Operations Management (CITOM) has a proposed budget of P188.9 million for 2012.

    The traffic body, according to executive officer Rafael Christopher Yap, expects CITOM to collect P60 million in revenues next year.

    He said CITOM collected a total of P53,550,736 in 2010 and from January to October this year, its revenue collection has already reached P52 million.

    Yap said that the traffic body expects to collect an additional P4.1 million each for the last two months of the year.

    In order to meet its budgetary requirement for 2012, CITOM is asking for a subsidy of P128.9 million from the city’s special account to cover for the deficit based on its projected income.

    Yap explained that of the total budget of CITOM, P110.4 million will go to personnel services or salaries and allowances of about 500 personnel.

    The rest will be spent for the maintenance and other expenses, including the purchase of two tow trucks.

    Yap claimed that the CITOM’s income will surely increase once it will purchase the tow trucks because the whole amount of the towing fees from the vehicle owners will already go to the city.

    Despite this plan of the city to purchase its own tow trucks, the services of the two private towing companies will still be needed by CITOM.

    At present the CITOM has hired the services of One-Stop Towing Services and Road Warriors Towing Services to remove illegally parked vehicles on the city streets.

    Of the total P60 million revenues of CITOM, half is expected to come from parking fees while P20 million comes from fines collected from traffic violators. The remaining amount comes from miscellaneous sources including the share from the income of the towing companies.

    Drop of PEZA income

    Budget Officer Briones was also grilled by Councilor Margarita “Margot” Osmeña, chair of the committee on budget and finance, why the projected revenue from the “eco-zone” or taxes from the establishments accredited by the Philippine Export Zone Authority (PEZA) is expected to decrease from P100 million to only P50 million on 2012.

    The law provides that PEZA-accredited establishments are exempt from the payment of taxes aside from the five percent from its gross income. Of that amount, three percent will go to the national government and the remaining two percent is for the local government unit.

    Since nobody can talk on behalf of the city treasurer, Osmeña said she received a document that the city’s actual revenue from the eco-zone establishments had already reached P40 million as of last month.

    The hearing will continue tomorrow with the budget of the Cebu City Medical Center to be the main focus of the discussion. –/NLQ (FREEMAN)

    Rama suspends mall construction need for road widening, and not complaint of Muslims, cited as reason


    CEBU, Philippines - Cebu City Mayor Michael Rama said he will put on hold the construction of a mall in Basak San Nicolas not because the Muslims, who come to the mosque to pray, complained it has damaged their building but because he wants the mall to set back for a future road widening project in the area.

    Rama envisions to widen the area in the future, although he has yet to request the Department of Public Works and Highways (DPWH) for funding.

    “Dugay naman na giplano ang pag-widen ana. I have to check with DPWH first if they have funding but definitely, there should be a road widening in that area,” Rama said.

    He said some parts of the stretch from N. Bacalso to Tagunol need to be widened to ease traffic in going to the southern part of the island. For this, he said, the mall better move back as early as now so it will not add to the inconvenience later when the road widening starts.

    Rama added that the proximity of the mall to the road poses danger to crossing pedestrians and to motorists.

    The mayor admitted, though, that there is no funding yet for the road widening project. But he will check with DPWH if it can be among the agency’s priority projects.

    Also, he said the contractor must adjust the structure and settle the damage they caused to the mosque before construction resumes.

    “I have instructed the OBO to address the matter with urgency,” Rama said.

    Muslim representatives, the owner and the contractor of the on-going mall construction were in the Office of the Building Official yesterday. They agreed with the suggestion of OBO for each party to conduct its own inspection on the safety of the building and the extent of the damages.

    Imam Aladdin Ubpon, one of the occupants of the Al Khaitiah Mosque, claimed that the construction of Paravisible Construction Co. has caused cracks in the walls of the administrative building, their toilet and the temple.

    Cebu City Building Official Josefa Ylanan said that both parties agreed to conduct their inspection and meet again to compare notes.

    Ylanan also sent two inspectors to conduct a separate inspection.

    “Basta ang akong gipasigurado ug pabuhat nila is to fill the area that caved in,” Ylanan said.

    She also insisted that the mosque is safe and not in danger of collapsing.

    The mosque is occupied by about six families. Their Muslim brothers in Cebu City come everyday to pray. Some worshippers complain that the noise caused by the construction disturbs them. – /JPM (FREEMAN)

    32 families ask City Hall: Help delay demolition

    CEBU, Philippines - Residents of Barangay Luz who are facing demolition trooped to the City Hall yesterday to ask Mayor Michael Rama’s intervention to delay the execution of the demolition order.

    Division for the Welfare of the Urban Poor Chief Collin Rossell assured that the mayor will not let them down and will ask the court for a six-month extension of the implementation of the writ of demolition issued by Court Sheriff Jessie A. Belarmino of the Regional Trial Court.

    The order of Judge Ramon Daomilas of RTC Branch 11 is the demolition of the structures and other improvements made in the lots occupied by 32 residents in three sitios of barangay Luz namely sitios Mabuhay, Lubi and Nangka.

    Some 11 families face demolition in Sitio Mabuhay, 15 in sitio Lubi and six in sitio Nangka.

    Residents hope that this writ is not the end yet of an already 15-year-old case.

    Rossell said that the six-month extension shall be enough for them to review the case for possible change in the decision of the court.

    “Kung pananglitan ma-approve ang extension, mangayo mi sa inyong tabang aron mahibaw-an nato kung duna ba gyud ta’y katungod sa yuta na inyong gipuy-an,” Rossell told the residents.

    He was told that the lot was once part of the Provincial Ordinance 93-1 but was turned over to Cebu City through a deed of assignment issued during the time of former governor Emilio Osmeña.

    “Kung sa syudad kini nga yuta unya papahawaon na nuon mo, wala diay kwenta ang atong housing program. Dili kana mao ang tumong sa syudad,” Rossell said.

    Evangeline Abejo, President of the Nasudnong Katawhang Kabus, the umbrella organization of the Bario Luz Urban Poor Federation, said that the residents ordered to be evicted are original occupants of the area since 1956, some since 1965.

    Some of them are fire victims in sitio Cogon Ramos and D. Jakosalem who were relocated in the area in 1956.

    Some are residents in barangay Mabolo affected by the construction of the North Reclamation Project in 1965.

    These residents filed a complaint against their homeowners association seeking for partial annulment of contracts and certificates of title with injunction and preliminary mandatory injunction.

    They were the ones who refused to be members of the homeowners association and part of the Community Mortgage Program availed of by their organizations because they want to directly pay to the City Government instead of paying to the association. –(FREEMAN

    Capitol eyes new socialized housing scheme for 93-1


    CEBU, Philippines - Everything is far from final yet, but the Provincial Government has the option of selling the lots which Ordinance 93-1 occupants failed to pay, under a new socialized housing program.

    Capitol consultant Rory Jon Sepulveda stressed, however, that Ordinance 93-1 “is no longer existing.”

    The ordinance gave opportunity to occupants to purchase the lots, but many failed to pay their obligations even if the deadline was extended several times.

    Recently, the National Housing Authority, funded by the Office of Vice President Jejomar Binay, conducted a socio-economic survey on 93-1 beneficiaries in Barangays Busay, Camputhaw, Capitol Site and Kalunasan.

    The areas surveyed have a total of 879 lots, with 2,025 households currently occupying the lots.

    Sepulveda, in a press conference yesterday, said that the survey made by the NHA could be used as basis to draw up a list of qualified beneficiaries “if ever” the Capitol decides to offer the lot under a new socialized housing scheme.

    He stressed that the Capitol would no longer go back to Ordinance 93-1 because this already expired years ago, and is no longer in effect.

    Sepulveda further said that if they will go back to 93-1, the more reason that those who were not able to pay cannot assert their rights and will be subject for eviction.

    Governor Gwendolyn Garcia earlier said that some occupants abused the privileges that should have been accorded “only to the underprivileged in accordance with the original intent of 93-1.”

    Based on the NHA report, Garcia said they have to study further the situation to “delineate those that may qualify under the socialized housing program or those who are just social.”

    Cebu City Vice Mayor Joy Augustus Young had defended the supposedly well-off occupants saying it’s possible their lives have improved over the years through hard work.

    Being well-off now does not automatically mean that these families are not bonafide beneficiaries, Young added.

    But Sepulveda said Young’s statement is “off track.”

    “It would be erroneous for the vice mayor to tell us nga kaning mga tawhana qualified na. Asa man sila ni qualify nga under sa 93-1 and their contract, they’re supposed to be disqualified, wa man sila kabayad, they did not follow 93-1 nor their contract,” Sepulveda said. – (FREEMAN)

    Red Durano hopeful Compostela mess will be over by yearend


    CEBU, Philippines - Cebu fifth district Rep. Ramon “Red” Durano VI has urged the new caretaker of the Municipality of Compostela, Department of Interior and Local Government 7 Regional Director Ananias Mori Villacorta, to act differently from his predecessor, now DILG-8 Regional Director Pedro Noval, Jr.

    During the 888 News Forum at the Marco Polo Plaza yesterday, Durano hit Noval for allegedly favoring a party in the municipality.

    “So, caretaker man ta anang lugara, you should treat everyone the same,” Durano said although he has yet to meet Villacorta.

    A quarrel between Noval and Durano had ensued last year when the former accused the latter of deceiving the people when he delivered a privilege speech in the House of Representatives.

    Durano was reported as saying that Compostela’s treasury is nearing bankruptcy, that there is no power in some parts of the town and that the peace and order is deteriorating.

    According to Durano, these were happening because of the absence of a duly-elected mayor and the alleged anomalous appointment of Noval as the caretaker of the town.

    Durano yesterday said he was informed that the Commission on Elections already issued guidelines on the re-canvassing of votes in Compostela.

    “As of Friday last week, what I know is naa na sila’y rules and regulations and it’s ready for execution and the case is now with first division of the Comelec. We are hopeful that before the year ends naa na’y maproklamar nga dumadaug unya makalingkod na sila before the year ends,” Durano said.

    However, Provincial Election Supervisor Lionel Marco Castillano told The Freeman that he has yet to receive the guidelines referred to by Durano.

    Castillano said that the guidelines must have included the ruling of the Comelec to the motion of former mayor Ritchie Wagas to have the re-canvassing in Manila.

    Last June, the Comelec Second Division was for the Municipal Board of Canvassers (MBOC) to reconvene and re-canvass the votes in the 2010 elections in Compostela.

    The MBOC asked Comelec Deputy Executive Director for Operations, Bartolome Sinocruz Jr. for guidance.

    For one and a half year now, Compostela has had no elected officials after the Comelec suspended the proclamation of Mayor-elect Joel Quiño and the town councilors because of the election protest filed by Wagas. – (FREEMAN)
