Arroyos to skip Nov 3 hearing on poll fraud

MANILA, Philippines - Former President Gloria Macapagal Arroyo and her husband, Mike, are set to skip the November 3 preliminary hearing of a Department of Justice-Commission on Election (DOJ-Comelec) task force investigating alleged fraud in the 2007 mid-term elections.

Mr. Arroyo said he and his wife will be skipping the November 3 preliminary investigation at the DOJ on the electoral sabotage charges lodged against them. Instead, they will be sending their lawyers.

Meanwhile, a Palace spokesperson said Health Secretary Enrique Ona and Justice Secretary Leila de Lima have yet to discuss Arroyo's application for an allow departure order.

Deputy Presidential Spokesperson Abigail Valte said Ona's opinion will be taken into consideration after Arroyo requested that she be allowed to seek treatment abroad for her hypoparathyroidism.

"Health Secretary Enrique Ona will be conferring with Secretary Leila de Lima on the matter. Secretary Ona's opinion will certainly be taken into consideration by Secretary de Lima when the latter decides on the request for the issuance of an ADO. Any speculations as to the opinion of Secretary Ona are premature and it will be better to wait for the final report," she said.

Reached via text messaging, Ona said his visit to Arroyo "was both a social and medical visit. She is recuperating well."

MANILA, Philippines – Justice Secretary Leila De Lima on Thursday said that there is no extreme necessity for former president Gloria Macapagal-Arroyo to leave the country and seek medical treatment abroad.

“It would appear from all indications and from the report of [Health] Secretary Ona that the former president is recuperating very well. Her condition is improving, and therefore, there seems to be no immediate necessity, at this point, for us to grant the request,” said De Lima.

De Lima earlier sought the help of Health Secretary Ona in evaluating the medical abstract submitted by physicians of the former president.

The DOJ Secretary said she raised two questions to Ona during their discussions. One is if there is life threatening situation in so far as the former president is concerned and the other one is if the DOJ denies her travel request to seek medical consultation abroad, will it result to an irreparable condition?

“It would appear that the answer to both questions is in the negative, and therefore, it would appear there seems to be no immediate or extreme necessity for her to leave the country at this point. De Lima however had asked for more time to decide on the issue.

“But I want to be very sure. In other words, I need a few more days to further reflect on the issue at hand. I'd rather be criticized in some delay in my action than be criticized because I made the wrong decision.

No extradition treaties with nations she'll visit

MANILA, Philippines - Senator Panfilo Lacson on Thursday expressed concern regarding the circumstances surrounding Pampanga Rep. Gloria Macapagal-Arroyo planned overseas trip.

Lacson, in a press statement, said the countries that Arroyo plans to visit to reportedly seek medical treatment do not have extradition treaties with the Philippines.

He said the Arroyo camp has also not revealed which specific doctor that the former President will meet.

Citing his source in the Department of Justice, Lacson said a controversial Arroyo aide, Remedios Poblador, is part of her entourage.

"Isn't it suspicious that instead of strictly family members, it seems that she's bringing with her the whole 'secretariat?'" he asked.

Poblador, who served as Arroyo's secretary for special concerns while she was in Malacañang, was tagged in several issues during the previous administration.

According to Lacson, Poblador became controversial during the Arroyo administration when she allegedly offered money to "Hello Garci" witness Vidal Doble Jr. in exchange for his refusal to testify before a congressional inquiry into the scandal.

He also alleged that Poblador dispatched a government helicopter to bring then Balanga Bishop Socrates Villegas to bring Doble out of the San Carlos Seminary in Makati City at the height of the "Hello Garci" scandal in 2005.

"Doble had also testified before the Senate that Poblador was one of the personalities he saw at the quarters of then Armed Forces chief of staff Gen. Efren Abu, where his wife and two children were 'detained,'" Lacson said.

He said Arroyo intends to go to Austria, Germany and Spain, which have no extradition treaties with Manila.

"She could not give details of the doctors she will consult with. What makes this more fishy is that of the 14 people in her entourage, most of them are aides," he said.
