    well, there are of course other confidence building measures that does not involve direct cash dole-outs, that is if you are really interested in making peace.

    confidence building measures are just mere steps for the entire peace process to restart the ball rolling, with the ultimate aim of resolving the conflict.

    the MNLF-GRP peace agreement failed simply because the demands of the Bangsamoro via the MNLF was not fulfilled by the institutionalization of the ARMM, which became a spectacular failure with its warlord politicians dominating the scene, becoming pets to whoever is in power at Manila.

    can you blame the Bangsamoro for asking what was not given to them after the peace agreement, and for taking up arms yet again in the form of MILF?

    this is the lesson about trying to close a chapter in our history that we still do not fully grasp. you can eliminate/annihilate a group via political or military means, but as long as the reason why they came to be remains, another will ultimately take its place.

    a military solution will not solve this conflict. again, as i have said in the previous posts, what you are asking for is genocide. waging a war against the MILF will be like waging a war against an entire people. of course the GRP can wipe out the MILF. but at what cost?
    • war-torn Mindanao that will need decades and billions to fix, if it still can be fixed.
    • thousands of shattered families and useless lands,
    • a radicalized Muslim population which can produce hurling bodies suicide-bomber-style at urban centers Manila, Cebu, Davao.
    • war-spending the budget that isn't enough at the first place.
    • compromised political base for the president as the war will divide the nation
    • a stronger military that will threaten civil authority by launching coups and destabilize the government if it does not agree to its policies.


    these are things we cannot afford.

    we been into peace talk in mindanao for so many years but until now wala gihapon peace diha..
    lahi lahi ug pamaagi kada leader mao nga kung unsa ang masugna na dili na ma ipa dayon sa new leader..

    if you cannoy control ur men of the groud walay pulos ang peace talk.like what Umbra kato and
    commander bravo did..so mag cge lang ta ug balik balik.

    The signing of this agreement brought about a serious rift in MNLF leadership,
    leading to the formation of a breakaway group in 1977 by Hashim Salamat and 57 MNLF officers.

    The group was initially known as "The New Leadership". Misuari expelled Salamat in December 1977.

    In January 1987, the MNLF accepted the Philippine government's offer of semi-autonomy of the regions in dispute
    subsequently leading to the establishment of the Autonomous Region of Muslim Mindanao.
    The MILF, however, refused to accept this offer and continued their insurgency operations.

    mabuhat ni erap ni,ngano dili man mabuhat sa uban? dapat makahibalo ang MILF kinsa ang BOSS,normal lang na nga naa collateral damage sa gubat..pro kung mao lang ni ang pamaagi mga ma peaceful didto mas mayo pa..

    kung gusto sila ug peace.i surrender nila ang ilang pusil..dili nila ipamogus ang dili pwde mahatag sa goverment which is INDEPENDENT STATE.

    The government should tell them to surrender first before negotiating for a compromise. If the MILF is really serious about the peace talk and settle for a compromise they should surrender first, but they probably think that having their own "force" can give them a leverage to make demands on the negotiation. So this is very unlikely to happen. This is a dilemma which I think the only real solution is to go to the extreme. Either give them what they want or finish their rebellion by going to war until the last one of them surrenders.
