well, there are of course other confidence building measures that does not involve direct cash dole-outs, that is if you are really interested in making peace.
confidence building measures are just mere steps for the entire peace process to restart the ball rolling, with the ultimate aim of resolving the conflict.
the MNLF-GRP peace agreement failed simply because the demands of the Bangsamoro via the MNLF was not fulfilled by the institutionalization of the ARMM, which became a spectacular failure with its warlord politicians dominating the scene, becoming pets to whoever is in power at Manila.
can you blame the Bangsamoro for asking what was not given to them after the peace agreement, and for taking up arms yet again in the form of MILF?
this is the lesson about trying to close a chapter in our history that we still do not fully grasp. you can eliminate/annihilate a group via political or military means, but as long as the reason why they came to be remains, another will ultimately take its place.
of course they would. some of them are relatives after all. when shells start exploding, you'd rather stand side by side with people you know.
a military solution will not solve this conflict. again, as i have said in the previous posts, what you are asking for is genocide. waging a war against the MILF will be like waging a war against an entire people. of course the GRP can wipe out the MILF. but at what cost?
- war-torn Mindanao that will need decades and billions to fix, if it still can be fixed.
- thousands of shattered families and useless lands,
- a radicalized Muslim population which can produce hurling bodies suicide-bomber-style at urban centers Manila, Cebu, Davao.
- war-spending the budget that isn't enough at the first place.
- compromised political base for the president as the war will divide the nation
- a stronger military that will threaten civil authority by launching coups and destabilize the government if it does not agree to its policies.
these are things we cannot afford.
