MANILA, Philippines - The Department of Justice (DOJ) on Tuesday deployed 2-3 teams to serve more than 40 subpoenas in connection with a DOJ-Commission on Elections probe on alleged fraud in the 2004 and 2007 elections.
A DOJ team served a subpoena to the office of former President and now Congresswoman Gloria Macapagal Arroyo where it was received by one of her staff.
The team will also proceed to the house of former Comelec chairman Benjamin Abalos in Mandaluyong.
"They are in a hurry because it is going to be a long day for them. They are going to serve abut 40 plus subpoenas today," ABS-CBN cameraman Norbert Calumpitan told ANC's Dateline Philippines.
The DOJ-Comelec committee earlier said it will summon former President Arroyo, her husband Mike, and 41 others to answer the allegations of electoral sabotage.
The respondents will be directed to attend the committee's first hearing on November 3 at the DOJ.
Committee chairman and Prosecutor General Claro Arellano told reporters they will be seeking a watch list order (WLO) against the respondents. It will be submitted before the Office of the Chief State Counsel.
Last Thursday, the fact-finding team recommended that the Arroyos and the others undergo preliminary investigation proceedings for electoral sabotage in connection with the 2007 mid-term polls.
The joint committee merely recommended that the former First Gentleman be further investigated, noting that allegations against him are hearsay.
Nonetheless, he is still included in the preliminary investigation since he was named as a respondent in a separate complaint filed by Senator Aquilino "Koko" Pimentel III.
Arellano said respondents will be given official copies of the joint fact-finding team report and Pimentel's complaint during the November 3 hearing.

Let 'credible' medical expert examine GMA

MANILA, Philippines — A third-party medical expert could examine former President Gloria Macapagal Arroyo before she is allowed to seek treatment abroad, Malacañang proposed on Wednesday.
Presidential Spokesman Edwin Lacierda said they intend to wait for the “medical abstract” of Arroyo from a “credible” medical expert to determine her condition.
Arroyo is asking the permission of Department of Justice (DoJ) to leave the country from October 22 to December 5 to consult with doctors in Singapore, Spain, Germany, Italy, and the United States. She is suffering from hypoparathyroidism which hampers the recovery of her brittle neck bones.
“If you’re going to use only our opinion or our political consideration or for instance the statement of Representative Arroyo, both statements will be subject to suspicion. We really need a third party credible medical opinion to say one way or the other. That will be submitted to the DoJ,” Lacierda said in a radio interview.
“We have not yet received a professional opinion from St. Luke’s (Medical Center) for instance on what her true condition is. We have heard something from Atty. (Raul) Lambino but we have yet to hear from an expert medical opinion,” he said.
The spokesman acknowledged that a government doctor and St. Luke’s hospital could be among the third parties he was proposing.
Lacierda said the Palace will leave it up to Justice Secretary Leila de Lima to decide whether to allow Arroyo to seek medical treatment abroad. Arroyo, who faces charges of election sabotage, remains on the DoJ watch list until November 5.
“The question, first and foremost, is whether it’s better for her to seek medical attention abroad and that’s the reason why we are going to wait for the medical abstract. From there, it is up to Secretary De Lima,” he added.
The House of Representatives has granted Arroyo’s travel request for treatment abroad.
But Senate Minority leader Alan Peter Cayetano said Arroyo might use sickness as an excuse to avoid the government’s investigation into the alleged 2007 election fraud.
Cayetano said he is convinced nothing will stop authorities from putting the former president and her husband former Jose Miguel Arroyo, in jail.
Sen. Francis Escudero said it would be better if Arroyo faced the charges before going abroad to seek medical attention. (With a report from Hannah L. Torregoza)
