Discipline and obedience usually comes AFTER a change in the system or leadership or a major event like war, revolution, etc. Scratch the histories of the industrialize nation and one would find the same episodes of laxity and corruption in their respective populaces. Such societal ills weren't overcome through some sort of miraculous collective change of heart but through the iron will of a leader, a drastic change in policies, a significant discovery, the experience of war or other calamities, or through sheer dumb luck.
The oft-repeated platitude that change must come from one's self, though well-intentioned, is naive. Laziness, delusional sense of entitlement, procrastination, and corruption are not exclusive to Filipinos.
