    Noy’s Deles used OPPAP funds for GMA poll fraud — witness

    President Aquino’s adviser on peace process, Teresita “Ging” Deles, had a direct hand in drumming up the candidacy of former President and now Pampanga Rep. Gloria Arroyo in the 2004 presidential polls in Mindanao, used her office and even dipped her fingers into government funds to finance the campaign of then candidate Arroyo during the 2004 presidential elections.

    A witness bared this information at yesterday’s Senate hearing on the alleged poll fraud in 2004 and 2007.

    Deles was then Arroyo’s peace adviser until she resigned along with the so-called “Hyatt 10” in 2005.

    It will be recalled that Deles, along with the other Cabinet and sub-Cabinet members, called on Arroyo to resign due to allegations of poll rigging in mid 2005, even as it now turns out that Deles herself apparently had personal knowledge of the cheating as she appears to have been directly involved in it, yet she resigned only after the Hello Garci tapes went public.

    She returned to her post when Aquino assumed office in 2010.

    Deles’ former subordinate, Datu Haj Ansari Alonto, implicated Deles in the alleged irregularities in the poll exercise in Mindanao seven years ago before Senate probers yesterday, the first day of investigation into the purported widespread election sabotage during the 2004 and 2007 elections.

    Deles even employed the services of movie and television actor Robin Padilla to campaign for the presidential bid of Arroyo, Alonto said.

    It will also be recalled that during the presidential campaign, then Arroyo’s social service chief, now Aquino’s DSWD Secretary, was reported to have used office funds to pay Nora Aunor a hefty sum for Aunor to campaign for Arroyo. A copy of the check coming from the DSWD in favor of Aunor, using her real name, was published by the Tribune during the campaign.

    Senators Aquilino “Koko” Pimentel and Teofisto “TG” Guingona, who led the joint-panel probe, noted the observations made by Sen. Francis “Chiz” Escudero on the testimony of Alonto which could earn Deles an invitation before their committees to reply to these allegations.

    Escudero was quick to raise before the committees on electoral reforms

    and people’s participation and the blue ribbon committee, the implication of the Deles’ supposed participation the campaign of Arroyo.

    “I’m not sure about consultants in your case but I’m sure about appointees of the President and of those elected officials not to campaign for any candidate in any election, otherwise that would be electioneering. Secondly, I’m curious also, were public funds used in connection with the things you did when you campaigned in Metro Manila and you went to Mindanao? Were there any OPAPP funds used?” Escudero asked, following Alonto’s statements that he and Deles went around Metro Manila together with Padilla to help campaign for Arroyo before the Musim communities.

    MANILA, Philippines - The Arroyo camp is deeply concerned about the health of former President Gloria Macapagal Arroyo.

    Lawyer Raul Lambino said he recently saw the former president and had noticed that her appearance has significantly changed.

    He said Arroyo’s appetite has also decreased.

    “The concern of [the] family is she's losing weight because she's not eating that much. Ako rin, that's my personal observation, that there's a big difference in her appearance,” he said.

    “[You] can see yung skin if healthy, rosy and things like that. Yung kanyang food intake, hindi masyadong marami…yun ang kinakabahala mo,” he added.

    Lambino reiterated, however, Arroyo is not using her medical condition as an excuse to escape charges against her.

    “The former president is sensitive about public opinion, about what her detractors would say considering there are already cases now filed against her,” Lambino said.

    He added Arroyo has full trust in the capability of local doctors, particularly in St. Luke’s.

    Mike says overseas treatment still needed

    MANILA, Philippines (2nd UPDATE) - Former President Gloria Macapagal-Arroyo’s husband Mike welcome her improved medical condition—but maintained she will still seek treatment overseas for her hypoparathyroidism.

    “We welcome it and we thank the doctors for the care they gave to GMA," Mr. Arroyo said.

    When asked if the improved medical treatment means the former leader won’t travel overseas anymore, Mr. Arroyo said, “It's still there, she needs further treatment because [of] hypoparathyroidisim. There is no specialist here in the Philippines. There are some abroad, we have to continue [treatment] abroad. As soon as they give the travel authority, we will.”

    When asked where, he said, “ Well, Singapore and then Germany, maybe Austria .”

    When asked about the possibility of stem cell treatment, Mr. Arroyo said, “Stem cell is in Germany. But we have to consult the doctor there. “

    Mr. Arroyo thanked everyone who prayed for his wife, at the same time assuring her critics she will not be a flight risk.

    “Well, we thank them for all their concerns and prayers and rest assured we will be back when GMA is better after GMA receives her treatment abroad," he said.

    When asked about fears she will escape, Mike Arroyo said, “ Why will she attempt to escape, she is a congresswoman here? “

    Evidence vs ex-FG still ‘hearsay’ – De Lima

    MANILA, Philippines (2nd UPDATE) - The joint Department of Justice (DOJ)-Commission on Elections (Comelec) Fact-finding Team -- tasked to receive and evaluate evidence pertaining to alleged massive cheating in the 2004 presidential and 2007 mid-term elections -- has recommended the filing of electoral sabotage charges against former President and now Pampanga Rep. Gloria Macapagal Arroyo, and several others in connection with alleged poll fraud operations in 2007.

    The Fact-finding Team submitted its initial report to the joint DOJ-Comelec Preliminary Investigation (PI) Committee in the presence of Justice Secretary Leila De Lima today. The report consists of 81 pages.

    "It's an exhaustive discussion... and this is comprehensive enough. I have advised the joint PI Committee through Prosecutor General Claro Arellano to immediately convene the joint PI Committee, perhaps [on] Monday, to consider this and take appropriate action from there based on the approved joint Rules of Procedure," De Lima said.

    The report states that Mrs. Arroyo is being recommended to be charged "for giving direct instruction to manipulate the results of the senatorial elections in Maguindanao by ordering [former Maguindanao] Governor Datu Andal Ampatuan, Sr., to implement a 12-0 result in the Province of Maguindanao in favor of the Team Unity Senatorial candidates, and to alter or change the results if necessary."

    In a sworn statement, former Maguindanao provincial administrator and Ampatuan trusted aide Norie Unas alleged Mrs. Arroyo personally and directly gave instructions to Andal Sr. to ensure the win of Team Unity's senatorial ticket, even if it meant rigging poll results.

    GMA seeks treatment abroad for 2 months

    MANILA, Philippines - Former President Gloria Macapagal-Arroyo is seeking to travel overseas from October to December for medical treatment.

    A document from the Office of the Secretary General shows that Artemio Adasa Jr. has endorsed to the Secretary of Foreign Affairs Arroyo’s travel authority (TA).

    The travel authority is an amendment of the one granted by House Speaker Sonny Belmonte to Arroyo originally dated September 16, 2011 for travel last September 18 to October 11.

    The amended travel authority is dated October 19, 2011 and labeled as a 1st endorsement.

    The amended TA reads, “Respectfully referred to the Honorable Secretary of Foreign Affairs, Manila, hereby amending the travel authority dated September 16, 2011, copy attached of Honorable Gloria Macapagal-Arroyo to the United states of America and Germany to include Singapore, Spain and Italy to seek medical consultation with specialists for the period of October 22 to December 5, 2011 instead of September 18 to October 11, 2011. “

    The amended TA also indicates that the former leader will travel with husband, Atty. Jose Miguel Arroyo, and to include her aide-de-camp, 1st Lt. Jane B. Glova and private nurse, Ms. Maria Shaharah V. Casuga.

    Adasa signed the travel authority as officer-in-charge of the Office of the Secretary-General of the House of Representatives

    Arroyo’s legal spokesman Raul Lambino said, “She has to be treated abroad as soon as possible for her rare bone ailment, otherwise it will become permanent.“

    Last week, Arroyo’s chief of staff Elena Bautista Horn also said her current medication is flown in from overseas as it is not available locally.

    “The impending plans of her travel to seek immediate medical attention abroad should not be hampered by these investigations and watch list order. There are no cases filed in court against her and probable cause have yet to be determined," Lambino said.

    Last week, Arroyo’s husband Mike already revealed plans for the former leader to seek specialist care from doctors in Europe for her hypoparathyroidism and bone mineral disorder which has led to her weak bones.

    Arroyo is currently on an immigration watchlist, which means she has to get an "allow departure order" from the justice department before she can leave the country.

    Husband Mike has previously assured critics that medical treatment overseas will not be a pretext for the former leader to elude prosecution in the country for charges of wrongdoing during her 9 years in office.
